Which country is China's best/true friend?

. . . . . .
Pakistan, definitely. Just look at the approval ratings for China in Pakistan.

. . . . . . .
Do we have a military pact with the Russians?

There is an "implied" military pact, not an official one.

2001 Sino-Russian Treaty of Friendship - Wikipedia, the free encyclopedia

2001 Sino-Russian Treaty of Friendship

The treaty outlines the broad strokes which are to serve as a basis for peaceful relations, economic cooperation, as well as diplomatic and geopolitical reliance.

Controversially, Article 9 of the treaty can be seen as an implicit defense pact, and other articles (A7 and A16) point at increasing military cooperation, including the sharing of "military know-how" (A16), namely, Chinese access to Russian military technology.

There is no need though.

During the Korean War, we already fought off the USA + 16 of her allies combined, and forced them into the longest retreat in the history of the American armed forces.

The relationship with Russia is more of a diplomatic one, where we double-veto any UNSC resolutions at the same time.
