Not really . Even whole India doesn't have that same accent in that video. It's from a South Indian region. A indian region from where most tech savvy tech support and call centre scammers come from.
Pakistani English accent is very different from the Indian one. Maybe north Indian accent is little close to Pakistani English accent.
