It's basic a low-tech, low-cost version of the modern SDV.

Sure, these aren't midget submarines and are only meant to go down to lessen then 30 meters. It's crude by todays standards and I suspect that display model isn't how the actual production model looks, since the display seems to have been hastily put together, but I've seen cruder models put out to sea.
Remember, these types of vehicles have been around since WWII, like this Italian SSB underwater chariot.
The Swedish SEAL is relatively low-tech too, and is a more modern iteration.
Ortega MK1 is fairly crude too.
Again, the Iranian model loos crude, but I think it's fairly reasonable to suggest that's not an actual production model and the model used by Iranian irregular forces will be more inline with other underwater chariot types.
It's a display. Try not to read too much into how it looks.
