Question in Mind:
1. Was Indian PM Shri Manmohan Singh's invitation to Pakistani leadership to watch cricket semi final match between both countries only to enjoy a cricket match?
2. Is the news on back channel diplomacy between PMO (Prime Minister Office) and Pakistan's army general (Ashfaq Parvez Kayani) true?
3. Was the news on secret deal between Pakistan's ex President Mr. Pervez Musharraf and Indian PM on joint administration of Kashmir correct and how close they both were to finalize on the deal?
4. Have both countries dropped that deal idea or still continuing with the deal?
5. If the discussion is still going on then what is the area of scope and what to expect from the deal?
Media Reports:
These news in the media implies the both country's leadership is going ahead with the deal which was worked out between Mr. Pervez Musharraf and Indian PM on joint administration of Kashmir, at least partially. Since India is not very confident on the Pakistan's current civilian leadership and does not want to repeat things which happened in the past therefore she has also looped in Pakistan's current army chief in it through back channels. In Pakistan, most of the power lies with the military.
Why so much Secrecy:
Normally these kind of deals are not made public until a final decision is reached and both sides fully agree on it. Even a small leak of information in the media can derail the whole process. This is one of the reason that when the news on back channel talks of Indian PMO with Pakistan's Army chief, it was criticised by both sides. Only those politicians and bureaucrats are kept in loop who are either directly connected to this kind of discussions or are very close to either side of the leadership.
Additional steps to make coming deal successful:
To make this deal which is being negotiated, several other steps are being taken by government of both countries to increase people to people contacts and develop harmony. One of this step is that the discussions are going on to broaden the business areas, start few more goods trains between both countries, releasing prisoners of each other countries, India selling power to energy hungry Pakistan, development of few more passages between both countries like Wagah border passage, political leaders of both countries giving positive statements in the media on each other. For example PM Yousuf Raza Gelani said Manmohan Singh is a great man and really wants to work on the India-Pakistan problems, PM Manmohan said, If relation between Indian and Pakistan normalize then my job is done etc.
What may be in the final deal:
1. Possible deal on the demarcation of sir-creek and siachin glacier.
2. Obviously...joint administration of Kashmir including resource and business sharing among both countries.
3. Updated deal on water sharing of all the rivers flowing from Indian to Pakistan.
4. Informing each other well in advance before any cruise missile tests. Currently this kind of deal exists only for ballistic missiles.
5. India could agree to purge cold start doctrine.
6. Pakistan could move all the terrorist camps away from Kashmir.
7. Possible power sharing or mutual benefit deal in Afghanistan front.
8. Pakistan sharing real time information on terror attack plans on Indian soil similar to what it did during cricket world cup matches.
9. Free movement of Indian and Pakistan's citizens in joint administrated Kashmir.
10. Steps to return back to current state including borders in case of any issue later.
Will there be everlasting peace between India and Pakistan after this possible deal?
Answer is NO, because no matter how many deals both countries sign, to have everlasting peace there should be trust between both country's government and people, which is completely absent at this point of time.
