West dismayed at failure of IAEA talks in Iran

The failure of talks this week between Iran and the International Atomic Energy Agency over the Iranian nuclear programme has triggered dismay in western capitals, heightening concerns that any forthcoming negotiations between Tehran and world powers are destined to make little progress.

As an IAEA team returned to the agency’s headquarters on Wednesday from a fruitless two-day meeting with officials in Tehran, western diplomats said Iran’s stance during the encounter suggested it was unlikely to negotiate seriously over its programme any time soon.

Their return came as Iran’s supreme leader, Ayatollah Ali Khamenei, reiterated the regime’s long-held view that the country was not pursuing nuclear weapons and vowed that “pressure, sanctions, terrors and threats” could not force the country to abandon its programme.

The diplomatic pressure on Iran has been growing since the IAEA published a lengthy report last November into possible military dimensions of its nuclear programme, detailing a long list of questions it has compiled relating to allegations that the regime has sought to build a bomb in defiance of the nuclear non-proliferation treaty. The IAEA has paid two visits to Iran in recent weeks which have widely been seen as an opportunity for the regime to come clean over the allegations.

Early on Wednesday, the IAEA issued a terse statement saying both meetings had been “disappointing”, with no agreement reached on any of the issues under discussion.

The IAEA said that in the two rounds of discussions it has requested access to a military site at Parchin, where the watchdog suspects that testing of parts for a nuclear warhead has been undertaken. “Iran did not grant permission for this visit to take place,” the IAEA said. The agency added that it had engaged with Iran in a constructive spirit, “but no agreement was reached”.

According to a senior diplomat based at IAEA headquarters in Vienna, the agency’s brief statement at the end of the meeting was unprecedented for the organisation. “It’s very unusual for the IAEA secretariat to deliver such a blunt statement in this way,” the diplomat said. “Usually, they come back from a visit like this and digest and consider things before commenting. The IAEA inspectors clearly feel a deep sense of frustration about how product-free their visits have been.”

Another senior diplomat at the Vienna headquarters said: “Iran did not throw a bone to the IAEA delegation at any time. You now have to wonder whether the Iranians are in a mood to negotiate over any aspect of the programme.”

The IAEA is likely to censure Iran in the latest report into its nuclear programme that may be published on Friday. The report, which comes ahead of a regular meeting of the IAEA board of governors, will also be watched closely for any fresh detail it contains on Iran’s progress in developing a second uranium enrichment site near Qom.

Diplomats say the wider significance of Iran’s failure to deal with the IAEA is that it augurs badly for talks that may be held between Iran and world powers over the next few weeks. The six world powers that negotiate with Iran – the US, UK, France, Russia, China and Germany – are likely to give the green light to a new round of talks with Iran next week. However, western diplomats are becoming highly sceptical that Iran will enter into meaningful negotiations over the future of its programme.

Not sure why Iran is not being cooperative with IAEA, maybe posturing for upcoming negotiations? I hope so.

Soltaniyeh Stresses Positive Results of Iran, IAEA Talks

"The Islamic Republic is bound to international rules and regulations and cooperated with the IAEA inspectors in two rounds of meeting; recent meetings between Iranian officials and IAEA inspectors had good results but reaching a final agreement needs more negotiations and time; Iran answered all legal and technical questions regarding its nuclear activities," Soltaniyeh said on Wednesday.

So Iran answered all questions regarding its nuclear activities, and yet West spined talks as a failure, because Iran denied access to conventional military site, which has nothing to do with nuclear activity?

No wonder he also said:

"He also underlined that Iran is committed to continue talks with the International Atomic Energy Agency (IAEA), but hostile countries should not manipulate these positive relations, Iran's Envoy to the IAEA."

Thats exactly what happened. West media and US puppet Amano havent mentioned anything about all answered questions by Iran about nuclear activity, and yet try to show Iran in a bad light because of military site, which doesnt concern IAEA in any way.

Harry, it's not only that Iran didn't provide access to the facility, according to the IAEA statement Iran could not even agree “on a document facilitating the clarification of unresolved issues in connection with Iran’s nuclear program, particularly those relating to possible military dimensions.”

Well despite the statement from Fars news, IAEA was not satisfied with Iran's cooperation. Now I don't mind if they're stonewalling for leverage in future negotiations but at the end of the day for Iran to be deemed in compliance with NPT they need to satisfy all IAEA demands, not only what they feel is necessary.

Further evidence of incoherence in Iran's policy:
U.S. officials increasingly worry that Iran's senior leadership is split and thus unable to make any strategic decision to abandon its nuclear ambitions. These officials said Iran's decision to first invite inspectors, and then bar them from any site visits, illustrated a disjointed policy-making apparatus in Tehran.

"What we think this shows is how internally divided they are," said an Obama administration official. "They invite the inspectors in and then they don't let them see anything? They created a PR disaster for themselves and that's not something you do on purpose."

It seems its about same old "laptop documents" from 2003. Iran already said its fake, and US refuses anyone to authenticate them. Thats why El Baradei rejected them, and yet when US installed new puppets in IAEA, they started insisting those fake documents are real, and regardless how much Iran clarifies its fake, its never enough. :azn:

Iran is compliant with NPT treaty they signed, IAEA demands arent compliant, thats the problem. "All IAEA demands" would mean disclosing ALL sensitive military information (which have nothing to do with nuclear program) to Iran's enemies, why would Iran do that? To make invasion easy? And still it wouldnt be enough, it never is.

All this West nitpicking is just a pretext for the real goal - changing Iran's regime to puppets, by all means necessary.

Where do you see evidence? Its just propaganda by US officials, or if you like - "their opinion".

For example: "leadership is split and thus unable to make any strategic decision to abandon its nuclear ambitions" - where is any evidence of leadership split about nuclear weapons or peaceful program? There is none, its just US imagination running wild trying to picture Iran divided and weak.

Even when Iran's politicians dont agree on something, its normal debates and politics, like anywhere else in the World. However about nuclear program I never heard of any split of opinion, if you heard - provide facts, not US officials opinions.

2 of Iran's nuclear scientists who got killed before,had visited with IAEA inspectors two weeks before getting killed.that's not coincidence.When US can put a puppet in the head of IAEA,it surely can send spies in the cover of inspectors.

I agree demand for suspension of enrichment is unacceptable but lets not forget Iran is in non-compliance in other areas also. I just feel if Iran really wanted to assure IAEA of the non-military nature of its program, that they could do it. It's either you have a weapons program or you don't. I don't know the internal calculations of the government but we'll see how the next rounds of negotiations go.

The way US/NATO are bullying countries that are not in their camp for the past few decades, every nation is entitled to develop nuclear weapons to protect herself from this group. If it is not Iran or North Korea, it will be some one else.

Total ban of such weapons, with no exception, is the only way to eliminate nuclear arms.

asking this question is like i ask you why india making the bomb do they want to use it on others?

we wont stop in this spot for a long its just an excuse for them to stop us next will be like : U have no right to study physics in universities next gonna be like you have no right have oil for yourself next gonna be you have no right to live .if we are ready to loss everything for this little right is just because the next steps we sure thats comes next .there is no need to be a PHD to understand US just want us to be salves just read the history

It's very simple.Russia has promised to provide necessary fuel for Bushehr nuclear power plant for 1 year.After that we should either import it or produce it and because we are under sanctions,they won't give it to us,thus we should produce it ourselves.

Non-compliance where? Iran is in 100% compliance of the treaty they signed. For IAEA to say Iran is not compliant on things they didnt signed on is asinine.

I just feel if Iran really wanted to assure IAEA of the non-military nature of its program, that they could do it.

How?

It's either you have a weapons program or you don't.

You mean like Iraq "had WMD"?
