I personally would go for quietly preparing for an all out conventional war for 2 years, then attacking along the points least expected - the IB. Taking giant stakes in Punjab, Hariyana and Gujrat. Trapping the bulk of Indian forces in Kashmir by flanking, and basically doubling the size of Pakistan.

Personally IMO, the reason both Pakistan and India are not at war right now is because we both posses nukes. As for using it, can you imagine the destruction it will cause and the amount of innocent lives that it will take?

I also personally think that nukes are against the ROE of Islam, where we are not allowed to harm women, children, elderly or men that lay down their weapons or trees or animals or destroy buildings needlessly.
