A video of a young man mercilessly beating a woman inside a Delhi office, posted online by his friend, is so disturbing that Home Minister Rajnath Singh today ordered the police chief to take action.
Rohit Singh Tomar, the son of a Delhi police officer posted in the narcotics division, has been arrested. In the clip, he is seen dragging the woman around by her hair, throwing her to the ground, kicking her, slapping her and using his knees and elbows to try and inflict maximum pain.
The man filming the assault is heard saying: "Rohit, stop it...Enough!" But neither this friend nor anyone else physically stops him.
The footage, believed to have been taken at a call centre in Delhi's Uttam Nagar on September 2, has been widely shared on Twitter.
But it took the home minister's intervention for the police to act.

"The video of a girl being brutally beaten up by a young man has come to my knowledge. I have spoken to the Delhi Police Commissioner (Amulya Patnaik) on the phone and asked him to take necessary action," the Home Minister tweeted.
Today, the woman in the video filed a rape complaint with the police. She walked into a police station and, in a written statement, alleged that Rohit Tomar had called her to his friend's office and raped her. He started beating her when she threatened to go to the police, she said.
No one had reported the incident to the police until yesterday, when another young woman - not in the video - filed a complaint and claimed that she was the fiance of the attacker.

The woman told the police that she had cancelled her wedding after watching her fiance beating up a woman in the video. She also claimed that Rohit was hitting a colleague in his office.

Delhi Police has arrested accused Rohit Tomar after the victim said he raped her. Rohit Tomar, who was seen in a video that went viral, is the son of a Delhi Police officer, Ashok Singh Tomar. Rohit was seen beating up a girl in the video while one of his friends recorded the incident.
The video was recorded on September 2 around 3 pm inside a BPO located in Uttam Nagar area of Delhi. The BPO is owned by Rohit's friend Ali Hasan. According to sources, the 21-year-old accused was unemployed and had recently started working at the BPO.
Rohit's father, Ashok Singh Tomar is posted as an assistant sub-inspector ASI in the narcotics department of Delhi Police (Central Delhi).
The victim, in her latest statement, alleged that Rohit Tomar called her to his friend's office located in Uttam Nagar, Delhi. She alleged that Rohit raped her. And when she spoke about filing a complaint, Rohit beat her up. A second FIR has been filed against Rohit Tomar for alleged rape in Uttam Nagar police station as well.
In her complaint against Rohit at Utta Nagar Police Station, the victim accused the boy of calling her to a BPO where he raped her. Later he beat her up when she said she would go to the police.

Earlier, the police filed a case against the accused under Sections 506 and 354 of IPC (punishment for criminal intimidation and assault, and criminal force to woman with intent to outrage her modesty) after the victim lodged a complaint against him.
