Was CPEC inevitable? Couldn't it be avoided?

For instance, say, if the Pakistan's rulers (during the period when CPEC's foundations were laid) were some other persons having better integrity and conscience?

LOLOL looks like modi sold another propaganda to gullible Indian that his master stroke caused Pakistan to sign CPEC deal which means China now owns Pakistan...thats why they are building major projects in GB...andhoon ka badshah kana.

CPEC is mostly inter-connectivity of Pakistan.

Connecting mines of Balochistan & industrial centers of Punjab to ports, coastal ports to GB(and beyond), cities to each other.

And laying down energy projects to meet, current, demand.

Could this have been possible without CPEC? More specifically without Chinese investment?

Yes.

I can imagine if we had sided alongside the USSR in the previous century, something along the lines of CPEC wouldve connected central asia to coastal Balochistan.

Could those alternative CPEC plans have prevented the stampede in Mumbai?
