NEW DELHI: The composition of foreign
delegations visiting Vivekananda International
Foundation and quality of discourse have
significantly changed after its director A K Doval
was appointed the national security advisor by
the Narendra Modi government.
On May 30, the day Doval's appointment as
NSA was announced, two Chinese delegations,
comprising South Asia specialists from its
leading think tanks, met VIF team and
discussed India's foreign policy and strategic
thinking post-2014 elections.
On the same day, a 17-member UK team of top
defence officials led by Lt Gen (retd) Sir David
Bill, the Commandant of Royal College of
Defence Studies, visited the VIF "for a briefing
and interaction on Indian economic and security
perspectives".
This was followed by a visit by Dr Jeffrey
McCausland of the Strategic Studies Institute of
the US Army War College on June 11 to discuss
the presence of tactical nuclear weapons in the
subcontinent.
The New Delhi-based rightwing think tank has
suddenly assumed prime position among global
strategic institutions for it is seen more aligned
towards the BJP philosophy as it has turned out
to be a favourite recruitment ground for Modi's
PMO.
Already Modi has packed his top team of
advisors with VIF scholars - principal secretary
to PM Nirpendra Misra and his deputy P K
Mishra have both been associated with VIF
before their appointment.
The US Army War College strategist
McCausland was briefed by former Army chief
General N C Vij who has taken over as the
Director of VIF after Doval's appointment as
NSA.
According to VIF, the retired Army chief briefed
McCausland about the threats of Pakistan's
nuclear arsenal falling into the hands of jihadi
outfits. The two sides discussed the security
situation in the region. The US Army veteran
has been "involved in Track-II initiatives with
the Pakistani Army on dissuading them against
proliferation of nuclear weapons".
On June 11, another delegation comprising
Nicholas Roche, the director for strategic affairs
at the French Atomic Energy Agency, and
French ambassador Francois Richier along with
senior diplomats from the embassy met VIF
director and other strategic experts at the
Foundation.
The French delegation discussed among other
issues the threat from Pakistan's nuclear
weapons in view of growing terror incidents in
the region. The two sides deliberated on
counter-terrorism operations.
