Vietnam President arrives on maiden visit to India

Vietnam President Truong Tan Sang arrived here today on a maiden, four-day visit to India aimed at deepening strategic and defence ties with New Delhi.

Karnataka Governor H R Bhardwaj is slated to host a lunch in his honour at Raj Bhavan.

Sang is scheduled to visit the headquarters of information technology major, Infosys Ltd, listed on the NASDAQ stock exchange, at Electronic City on the outskirts of this technology hub.

He will leave for New Delhi in the afternoon.

Ahead of the visit, Sang said in Vietnam’s capital of Hanoi: "This visit takes place in the context that the time-honoured traditional friendship and strategic partnership between Vietnam and India are witnessing strong growth in all
areas for the sake of peace, stability, cooperation and development".

"We note with satisfaction the fine developments of the strategic partnership between the two countries in all areas, including security – defence,” he had said.

Vietnam-India two-way trade volume reached more than USD 2.7 billion in 2010 and nearly USD 1.8 billion in the first six months of the calendar year 2011. The two sides have agreed to increase it to USD seven billion by 2015, officials said.

Wary of China, Vietnam stalls Tata Steel plant

Vietnam has had last-minute doubts about okaying a $ 5-billion integrated Tata Steel plant in their country, even though India sees it as a litmus test of their burgeoning relationship. The uncertain fate of the plant, Indian corporate and diplomatic sources say, is seen to reflect the strength of a pro-China lobby in Hanoi.

Vietnamese President Truong Tan Sang, who began a five-day state visit on Monday, was expected to give India the go ahead. But Hanoi has given no indication that this will be forthcoming, leaving the project's fate in the balance .

The steel plant, first agreed upon in 2007, continues to be denied land by Vietnam. The reason, say sources, is opposition from Formosa Plastics. This is Taiwanese firm whose head, Winston Wong, is a close associate of the family of the last Chinese ruler, Jiang Zemin.

Wong is a close personal friend of Jiang Mianheng, son of Jiang Zemin, and Jiang's daughter has a financial stake in the firm. “At this level of political connections,” say Indian officials, “Beijing must be involved.” Other sources say that given the political impasse at the highest levels, “this is no longer commercial rivalry but geopolitics.”

Vietnam has given repeated assurances to New Delhi over the past year, including to Finance Minister Pranab Mukherjee, Foreign Minister SM Krishna and Prime Minister Manmohan Singh, that the plant would get its land.

The degree to the India-China equation divides Hanoi can be seen in its decision to send General Secretary Nguyen Phu Trong to visit Beijing the same day that President Truong Tan Sang began his state visit to India.

Beijing has publicly taken exception to joint oil and gas exploration by India and Vietnam in the South China Sea, territory that China claims as its territorial waters. India and Vietnam have also expanded military ties recently, with Indian warships regularly docking at Vietnamese ports.

China, Vietnam sign accord on resolving maritime issues

BEIJING, Oct. 12 (Xinhua) -- China and Vietnam on Tuesday signed an agreement on basic principles guiding the settlement of maritime issues existing between the two countries.

The six-point agreement is in accordance with the consensus reached by the leaders of China and Vietnam and is based on a 1993 agreement on basic principles for resolving territorial and border issues existing between the two countries, the agreement said.

The two countries should remain committed to friendly consultations in order to properly handle maritime issues and make the South China Sea a sea of peace, friendship and cooperation, the agreement said.

The agreement was signed by China's Vice Foreign Minister Zhang Zhijun and his Vietnamese counterpart Ho Xuan Son.

China and Vietnam should seek a basic and long-term approach that will be acceptable for both sides in solving maritime disputes on the basis of legislation and principles enshrined in international law, including the United Nations Convention on the Law of the Sea signed in 1982, the agreement said.

Both sides should fully respect legal principles, take history and other relevant issues into consideration and accommodate each other's concerns in a constructive manner, the agreement said.

In the process of negotiating maritime issues, both sides should abide by the agreements and consensus reached by the countries' senior leaders and implement the Declaration on the Conduct of Parties in the South China Sea (DOC), the agreement said.

Both sides should solve maritime disputes through negotiations and friendly consultations, and the two countries should consult with other countries if they are also involved in the disputes, the agreement said.

While seeking a basic and long-term approach to resolve maritime issues, both sides should explore interim and temporary solutions, including research and negotiations on the joint development of the sea, without impacting each side's stance and position, the agreement said.

Both sides should seek steady progress in negotiations regarding the maritime demarcation of the baymouth of Beibu Gulf and discuss the joint development of the sea area, the agreement said.

Both sides should promote maritime cooperation in less sensitive fields, including marine environmental protection, scientific research, search and rescue, disaster reduction and prevention, the agreement said.

Heads of the border negotiation delegations of both countries should hold regular meetings twice a year, which will rotate between both countries, the agreement said, adding that special meetings will take place if necessary.

Both sides agreed to set up a hotline contact mechanism in order to allow them to promptly communicate and properly deal with maritime issues, the agreement said.

I wouldn't worry about him.Trolls can't see past their own backyard or be bothered to check in with the facts.The great thing about this visit is the expansion estimates of India-Vietnam trade ties to seven billion by the year 2015.Whatever else comes our way like docks for our navy or military exercises is a bonus.A sweetener to the main course if you will!!!
