US still could at some time control what belong to them as "certificate" , "patents" ... Next few months, I hope Vietnam would never must think about that again.

For example, Vietnam could buy Israeli Extra missiles even before the fully lifting of US ban on arm sale to Vietnam... I guess that missile out of US control.

it just, lately US had change their strategy towards their partner and so they made a relax "patent disciplines enforcement" in arm trading as the global demands for weapon system is actually in decline in real Dollar value. Well they call it as part of their offset strategy, it will be no wonder if some of their armament system or technology will be found at the most unexpected places and platform because of this new strategy.

based on current policy, even have enough money, Vietnam still can't buy those from US. So no one say Vietnam already or will have them.

Vietnam is just an extremely lucky country. I am sure the US will treat them like a real customer, which will be a tremendous boost to the ego. Why not, for some extra cash, a US general with close ties to some arms producer will say some negative things to China and this will be like a nitro boost for Vietnam -short term but exhilarating.
