Vietnam bought nearly 80 percent of Cambodia’s nearly $5 billion worth of agriculture exports last year.

It bought 96-99 percent of Cambodia’s cashew, pepper and mung bean exports, according to a report by Cambodia’s Ministry of Agriculture, Forestry and Fisheries.

Exports of Cambodia cashew to Vietnam grew 4.6 times from 2020, and that of pepper and mung bean surged four times.
Other produce that Vietnam bought in large amount from its neighbor were rice, grapefruit, bananas and mangoes.

Cambodian Agriculture Minister Veng Sakhom told Vietnam’s President Nguyen Xuan Phuc during the latter’s recent visit that Vietnam was Cambodia’s biggest importer among 70 countries and territories last year.

Vietnamese companies had also harvested $200 million worth of latex in the first 11 months last year, he added.

“Rubber farming has created jobs for around 33,000 locals. Vietnamese companies also contributed to over 50 precent of Cambodia’s banana exports, creating jobs for around 14,000 workers.”

Insiders say the surge in Cambodia’s exports of agriculture produce to Vietnam came as many Vietnamese companies have invested into Cambodian farming.
Agriculture expert Vo Tong Xuan ascribed the trend to Vietnamese businesses and individuals taking advantage of Cambodia’s affordable land fund as well as lower labor costs.

“The yield is then exported back to Vietnam.”

In the first 11 months last year, trade value between Vietnam and Cambodia rose 84 percent year-on-year to $8.6 billion, according to Vietnam Customs.

Cambodia’s exports to Vietnam rose 337 percent in the period.

The country exported 577,400 tonnes of cashew nut for 3.63 billion USD in 2021, up 13 percent and 12 percent, respectively, against the previous year.

Vietnam imports cashew nuts from Cambodia and exports them to the United States, Europe and China after reprocessing. This is the meaning of rcep, division of labor and cooperation.

Mangoes are a matter of national pride for Cambodian farmer Chum Chamm.

For years, Chamm, who grows mangoes in the well-known Kampong Speu province, witnessed Vietnamese traders come to Cambodian farms to cut deals for entire harvests of the fruit. They often brought their own workers to pick and pack the fruit in brown paper, labelling the packages in Chinese, before sending them to mainland China and the rest of the region.

“We’re farmers and we have nothing to do with transportation. But it upset me when Vietnamese traders put a ‘Made in Vietnam’ label on our Cambodian products,” the 43-year-old told This Week in Asia at his farm 90km west of the capital Phnom Penh.

Things are changing since Beijing and Phnom Penh signed a deal last June allowing exporters to tap into a billion-dollar market fuelled by consumers hungry for Asian produce. In April, China certified 37 Cambodian mango plantations and five packaging factories as compliant.

The newly-ratified China-Cambodia free-trade agreement – which comes into effect on Saturday – is expected to boost Cambodian exports by reducing tariffs on nearly all goods, including mangoes, to zero.

Cambodian mangoes are known for their sweetness and one of its more popular varieties – Keo Romeat – is sold to Vietnam and also Thailand, where it is also re-exported. Ultimately, these mangoes all end up in China, Chamm said.

“Vietnam traders signed agreements with China, saying they have 500 hectares of mango farmland to supply to the Chinese market. But in actual fact, their farms are only 5 hectares so most of the mangoes came from farms in Cambodia,” he said.

Cambodian producers had traditionally sold their mangoes to Vietnamese traders as part of their bustling land border trade but also because the country lacked export deals, technology and capital investment needed to process and ship fruits directly to big purchasers such as China.
