Well it worked in their favor the whole time till 1996 ( when taliban where fully established). It only went against when pakistan itself couldnt implement full islamic law /sharia that they were seen as infidels. The islamic movement outside and support from inside ( of its own making by creating mindset of martyrs for religion) made change of internal implosion.
