Two criminals wanted for six murders shot dead in encounter with UP police in Aligarh

Police sent the bodies of the two men for post mortem to Aligarh district hospital and informed the district magistrate.

Uttar Pradesh police shot dead two men, accused of murder and robbery, in an encounter in Aligarh early Thursday morning.

Two men carrying cash reward of Rs 25,000 each on their heads, were wanted for at least six murders in the district last month, police said. Among the victims were two Hindu priests and four farmers.

“The encounter took place at Machua canal in Harduaganj area of Aligarh district at 6:30 am when the police team was fired upon. A policeman was also injured in the gunfight,” said superintendent of police (Rural), Aligarh, Manilal Patidar.

“These two criminals were changing their locations after committing crimes in Atrauli, Harduaganj, and Pali Mukeempur and were involved in many murders. They had robbed a man of his motorbike last night in Aligarh,” Patidar said.

Police sent the bodies of the two men for post mortem to Aligarh district hospital and informed the district magistrate.

While the policeman who was on patrol duty claimed he fired at the car in self-defence as it tried to run over his motorbike, questions are being raised on the sequence of events as narrated by the police.

A sales employee of multinational technology company was on Saturday shot dead in Lucknow by a constable of the Uttar Pradesh police, allegedly after he refused to stop his SUV car for checking at the call of the policemen who were on patrol duty on a motorcycle.

The incident took place near the Gomti Nagar Extension area in the early hours of Saturday between 1:30 am and 1:45 am.

A case of murder has been lodged against the two constables, said Lucknow SSP , adding that the two had been found guilty of “excessive use of force.” The constables have been arrested.

UP DGP has constituted an SIT under IG Lucknow to probe the case after the family demanded a CBI probe into the incident and alleged that the police were trying to cover up the incident. ADG Law and Order said the autopsy report of the victim established that he died due to a gunshot injury to his chin.

Move follows outrage after Lucknow constable guns down Apple executive
Days after an Apple employee was shot dead by a Uttar Pradesh police constable in Lucknow for not stopping his SUV, some 40,000 policemen are being sent back to the classroom.

The two constables who were arrested and dismissed from service following the murder of the Apple executive, were recruited in 2013. With a strength of around 2.5 lakh police personnel, U.P has the single largest police force in the country.

‘Erosion in standards’
Uttar Pradesh Director General of Police (DGP) O.P. Singh told The Hindu that in the past five to six years, there has been a huge erosion in training standards.

“We haven’t been able to build up the capacity or refine the training modules. Working on correcting this for last two-three months….training has suffered, the police tactics have suffered. You cannot kill somebody who is unarmed. There was a lack of tactics on the part of the police constable,” Mr. Singh said.

The U.P police is already under the scanner for killing “criminals” in police encounters. But Apple executive September 29 murder has put further pressure on the beleaguered police force.

“The two constables are not brand ambassadors for the U.P. Police. They committed murder and were put behind bars. It was an aberration,” Mr Singh said.

‘Not trigger happy’

When asked if the “trigger happy” conduct of the policemen, involved in thousands of encounters, could have emboldened the two policemen to commit the crime, Mr. Singh said, “My boys are not trigger happy. These are isolated incidents, police encounters are done in self defence. …our first priority is to arrest the criminals, not kill them. In 1,400-1,500 engagements that we have had, more than 1200 criminals were arrested.”

He said as many as 39,778 constables were recruited in 2013 and were trained in batches from 2015-2017. “These constables are being sent for refresher courses from October 8 onwards. To begin with, 6,000 constables posted in Lucknow will be trained first over a period of 12 days — the focus will be on soft skills and conduct with the common man. Later, it will be organised in remaining districts. The constables will be divided in batches of 300, and the course covering 20 batches will be completed in 20 weeks,” the DGP said.

Following Apple executive killing, several social media posts had surfaced in support of the accused policemen questioning the police leadership. The accused gave interviews to television channels where they defended their action and blamed the deceased for trying to “crash” his SUV on them, forcing them to shoot in “self-defence”.

‘No mutiny’
Mr. Singh however, rubbished claims of a “mutiny” in the force and said a 2016 picture of policemen in Varanasi wearing black bands on their arms was being circulated to show that there was support for the accused.

“I have asked the district administration to keep a watch on such social media posts and take action accordingly against the erring policemen who participate in such activities. I spoke to several of them after the incident was reported but none of them supported this act,” he added.

A man from Shamli district's Kairana town was arrested on charges of arms smuggling and five hand grenades were seized from him, Haryana Police Thursday, Station House Officer (SHO) said Friday.


Five hand grenades and a pistol were seized from him. He was working as a carpenter in Haryana's Hasi area and was arrested from there, the SHO said.

The matter is being investigated, Haryana Police Thursday, Station House Officer (SHO) said. — PTI.
