it assesses private investment in healthcare research and development by measuring low and middle income economies’ governance health capacity in a set of five dimensions:

- health management capacity
- health policies
- health regulations
- health infrastructure and financing
- and health systems

Such kind of shitty ranking now appear every day. China is not only ahead of Vietnam in life expectancy, but the quality of public health care is also far better. It can produce nearly all pharmacy, health care equipment, new technology etc, I would not be surprised if tomorow a Western "respectable" source says that Zimbabwe is ahead of China. All are just cheap tactics.

well said. Just like the Western source ranks some Australia, Canada universities far ahead of some competent Chinese universities, this tactic cheat many Chinese students who want to study abroad. The aim is to degrade Chinese success. The Westerners like to compare China to some failing countries and prove how failing China is.
It doesnot matter, lie will never change the reality. We Chinese will keep doing our job no matter what they said or ranked.
