While visiting India last week, the U.S. Chief of Naval Operations (CNO) said the U.S. must work with allies and partners to counter China’s growing military capabilities because it cannot outspend China.

In response to an Indian media conference call asking about how the U.S. will address China’s increasing military capabilities and potential in the region, CNO Adm. Mike Gilday on Oct. 12 said the key is focusing on asymmetric advantages of allies and partners.

“So the key piece here is allies and partners, right? And so we are not going to outspend China. And so where do we focus on key capabilities that we think are most important as a nation, number one. And so I don’t want to get into specifics on where those investments are, but it’s focused investments that we have to be concerned about ourselves to make sure that our own national interests are sufficiently protected,” he told reporters.

“But secondly, the real asymmetric advantage – and I want to underscore asymmetric advantage – that the United States has is with its partners and allies, not only in the region and globally, but India is a supreme example of that, of a partner that we have common interests…and that in a tangible way our navies can come together to protect those interests, and to cover down on gaps that we each might have in capabilities in order to make us stronger against not just one particular nation, but anybody that wants to interrupt a free and open Indo-Pacific,” Gilday continued.

The CNO argued that since World War II and the post-war international framework, navies have been a major part of maintaining security on the seas.

“And that security has led to prosperity for billions. You know, I like to say that the global economy floats on seawater. And so the Indian Ocean I just talked about with factors and figures of the importance of it to everybody, not just – not just to the United States, not just India, not just the people of New Delhi or Washington, D.C., but around the globe.”

Gilday participated in the media call during a five day trip to India where he met with Indian government and navy officials.

Separately, he hosted 12 Indian Navy officers aboard the USS Carl Vinson on Oct. 14 during the MALABAR Phase II Exercise. Visitors included Indian Chief of Naval Staff Adm. Karambir Singh and, Commander in Chief, Eastern Naval Command, Vice Adm. A.B. Singh.

This will actully weaken them and strengthen China. India is viciously disliked in the region. Pakistan and other regional allies could intercept them before China even lifts a finger by going with India America will become increasingly weaker and China stronger. If the US seen as allies with India they could become a party to India's populistic terrorist regime and could be treated as an enemy in this region

usa war economy of wwii spent something like 40% of gdp on war effort. usa cold war economy averaged between 10-15% of gdp on military budget in the 50s and 60s. Within a decade of high production of military equipment, China can be 10X the size of the rest of the globe combined (xIran and other places like Iran). For China makes the equipment at up to 3X less than Western economies. Only an arms race would reduce this, and still China would have a huge dominance.

I heard they might get rid of debt ceiling altogether? Anyway they still can raise it every now and then, spending continues, no country ever let alone China can match that. Thanks to Federal Debt, US International Investment Position continues to sink to another record low of -$14.30 trillion (as of end 2021Q1), I believe those in financial industry knows what it implies, especially in the long run.

America doesn't have enough money to compete with China?

If you added up the military budgets of india, britain, australia, canada, france, Italy, Germany, South Korea, Japan, Arabia, China and Russia it would equate to america's military budget which is sitting pretty at $770!! So for the americans to say they can't compete with China by outspending it, proves that American supremacy no longer exists.

Of the 12 countries mentioned, 10 are allies of America. Makes one wonder who is America really having it's behemoth military for?

A single Chinese DF-41 armed with 4 FOBS warheads (like the one they just tested in August) would require 16 GBI interceptors (per US doctrine of 4 interceptors per warhead) to have a decent chance to intercept. 14 GBI interceptor in Alaska cost approx. $1 Billion back in 2012. The Chinese offensive can outspend the US Defense capabilities. There is a limit to what even the US can spend and what results it can expect to achieve. The Chinese are building hundreds of ICBM silos in the north of their country, but probably will only have a few dozen missiles. For the Chinese it might cost under $10 billion what it will cost the US hundreds of Billions of dollars to counter. It’s the “Shasojian” Strategy.

The US govt is very inept and corrupt and constantly fails in its policy programs and in balancing its budget. I can guarantee you that a huge chunk of the military budget is eaten up by logistics and maintenance alone. Then you have to factor in overpaying for contractors and mismanagement before even getting to where you can spend money on useful r&d and weapons manufacturing.

The military is probably one of the brightest parts of government spending. When it comes to public works projects, you can guarantee it will be delivered late, over budget if it is done at all.

Exactly, of course they have, they practically have no debt ceiling remember? How can one run out of spending when you can borrow indefinitely? What China can help is buying/holding their debts, and most importantly help keep their Dollar strong forever, that's all China can help, rest is upto them.

This sounds like 'misdirection'.

American military budget is massive already and they have numerous modernization projects in the works. Equipping allies will reduce pressure on them. Imagine how much NATO can spend on the military as a collective.

A whole new bunch of military capabilities will emerge in the Pacific by the late 2020s. This is how pressure on China will be created.

Remember USSR? Arms race becomes expensive and damage countries in the long-run. China should avoid falling in this trap. Just build enough for your needs and concentrate on human development. To 'build enough' is good strategy instead of trying to match a rival on bullet for bullet basis. This is how Pakistan does it.

USSR failed to build a reliable eco-system among it’s allies. Look at Syria it came last minute to do anything after basically the country was lost.

I feel China is some what different but in respect with Pakistan. It needs to start building counter weights in the region and arm them to the teeth so they themselves can match peer rivals. It’s what the Americans did to check mate enemy states.
