US invites countries to co-sponsor UNHRC resolution on Sri Lanka

Mar 16, 2017 (LBO) – United States State Department says it is pleased that Sri Lanka has agreed once again to co-sponsor a UNHRC resolution and applauds the administration of President Sirisena for continuing efforts to promote reconciliation.

Issuing a statement the State Department invited like-minded UN members to demonstrate support for reconciliation and peace in Sri Lanka by adding their names to the list of cosponsors.

“On March 13 at the UN Human Rights Council the United States and other members of the friends of Sri Lanka Core Group tabled a draft resolution,” the statement said.

“The United States worked in close consultation with the United Kingdom, Montenegro, and Macedonia, and in partnership with the Government of Sri Lanka, to draft the resolution.”

The statement further said the resolution seeks to promote reconciliation, accountability, and human rights in Sri Lanka that reflects United State’s enduring commitment to lasting peace and justice for all the people of Sri Lanka.

“We look forward to the adoption of the text, which will support reconciliation and justice in Sri Lanka, help ensure a non-recurrence of conflict, and strengthen democratic governance and freedoms for all Sri Lankans.”

Deputy Foreign Minister Harsha de Silva said that what Sri Lanka undertook at the current UN session is a two-year extension of the timeline for fulfillment of commitments made in Resolution 30/1.

He added that there will be no additional or new commitments arising from the High Commissioner’s Report to the current 34th Session.

Parliament and Provincial Council Members from the Tamil National Alliance (TNA) are to meet in Vavuniya for talks on the government's request for a two year grace period from the UNHRC to implement the Geneva Proposals, sources said.

They said the TNA, which is also the main Opposition in Parliament is split over opinion after the Party leadership endorsed the government's request.

The sources claim that several TNA members both in parliament and at regional level are not happy on the position adopted by their party leadership regarding the Geneva issue and therefore, they had organized today's meeting to discuss the matter further.

A letter containing the signatures of 10 parliamentarians of the TNA was handed over to the Human Rights Council in Geneva requesting that the Sri Lankan Government should not be given extra time to implement the 2015 Geneva Proposals.

This conflict has arisen with the leader of the TNA, R. Sampanthan expressing his opposition to this letter.

It is reported Members of Parliament M. A. Sumanthiran, Mawai Senathiraja, Srinesan, Shanthi Shriskantharajah and K. Kodeswaran had supported the TNA leader's opinion.

“It has been brought to our attention that at least 3 Members of Parliament belonging to the Tamil National Alliance have not signed the purported letter alleged to have been signed by 8 or 11 Members of Parliament stating that no further time should be granted to the Government of Sri Lanka to implement Resolution 30/1 of October 2015,” says TNA Spokesman M.A. Sumanthiran.

Issuing a statement today the TNA spokesperson said: “Hon. G. Srinesan, Shanthi Sriskantharajah and K Kodeswaran have informed the Party that their names appear as signatories to the said purported letter, despite the fact that they expressly refused to sign the same.”

Some 11 MPs representing the Tamil National Alliance (TNA) has appealed to the United Nations against granting an extension of time to the Sri Lankan government to implement the 2015 resolutions.

The MPs have signed the appeal to the United Nations Human Rights Council (UNHRC), requesting the UNHRC to not give the Sri Lankan government an extension to implement the resolutions, which was to be implemented by this month.

The signatories include; S. Sritharan, S. Adaikalanathan, Siva Mohan, Dharmalingam Sitharthan, S. Yogeswaran, Shanthi Kantharaja, Sivasakthi Ananthan, G. Srinesen, Charles Nirmelanathan, S. Viyalanderen, and K. Kodeeswaran have signed the petition.

In the appeal, the signatories have pointed out that even though the Sri Lankan government voluntarily signed the resolution and committed to fully implement the resolutions as required by March 2017, no progress have been made on the declaration despite an initial commitment by the government,

“Extensions and grace periods have been given already, but no progress has been made on any front,” the appeal claimed.

The signatories have said that granting a further extension will allow the Sri Lankan government to continue to commit abuses against Tamils

Addressing the protesters, Vaiko said the United States would bring a resolution giving two more years for Sri Lanka to hold an inquiry into the war crimes and the resolution also says that no international jurists could enter the island nation without the latter’s consent.
