China is a socialist country. There is no such thing as subsidies in China. Government owns everything. The US industry is not government owned, so the subsidy passed by Congress mucked everything up. The US industry don't have a socialist infrastructure to handle the subsidy.

The US don't have a socialist infrastructure to support a socialist industry. In China everything is government owned. In the US industry is private or public owned. The sudden subsidy is not what the US infrastructure can handle.
How naive, socialism for the rich and corporations is the bedrock of American economy, whereas capitalism inspired rugged individualism is only for the poor lower class masses.

However, China is a member of WTO, and its stipulations.
How does WTO means free trade market ? WTO defines international trade not lical manufacturing ... In china government is involved in manufacturing and trade .. providing subsidized investments, loans and other benefits is norm in china

Please read up on China's temporary special status as a Non-Market Economy it was granted for its entry, and its expiry in 2016. In China, you are correct that the government does everything, and it owns everything, but it also made certain commitments for change that it is not honoring.
