Pakistan's Senate deputy chairman and leader of one of the largest Islamic parties was denied a US visa, leading to the cancellation of a two-member delegation's planned visit to New York to attend a meeting of the Inter-Parliamentary Union at the UN headquarters.

Maulana Abdul Ghafoor Haideri, the deputy chairman and the secretary general of Jamiat Ulema Islam, was scheduled to lead a two-member Senate delegation at IPU meeting being held on February 13 and 14 at the UN.

"The visa of Haidri was put on hold in what can be termed a technical refusal," the Express Tribune reported, quoting its sources.

Senator Lt Gen (retd) Salahuddin Tirmizi - who was to accompany Haidri - was granted a visa just two days before.

The visit of the two senators has now been cancelled on the direction of Pakistan's Chairman Senate Raza Rabbani who had taken notice of the issue.

The move comes days after a US court refused to reinstate+ President Donald Trump's ban on people from seven Muslim- majority countries, which did not include Pakistan.

Trump signed an executive order last month barring citizens from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for 90 days, fulfilling one of his campaign promises.

Citing official sources, the paper said the Senate Secretariat had applied for official visas for them two weeks ago.

"They said when the Senate Secretariat checked with the US Embassy about the status of Haidri's passport through official channels, it was told that the US authorities would get back to it by Tuesday, clearly meaning that Haidri could not travel to the US to attend the IPU conference," it said.

"It is a technical refusal," a top Senate official said.

Earlier, the Senate Secretariat said that there was a delay in issuance of visa to the deputy chairman and the Senate Chairman Raza Rabbani had taken notice of the issue.

Rabbani issued directives to his secretariat not to entertain any US delegation or diplomat till the issue was resolved.

"No delegation, member of Congress or diplomat of the US will be welcomed by the Senate of Pakistan, Senate Standing Committees and the senators in their official capacity till this issue is resolved," Rabbani had said in a statement issued to media on Saturday.

Furore over US visa policy for parliamentarians


ISLAMABAD: Senate Chairman Raza Rabbani announced a boycott of the UN-sponsored International Parliamentary Union (IPU) being held in New York next week, after the US failed to issue a visa to Deputy Chairman Maulana Abdul Ghafoor Haideri, who was supposed to represent Pakistan at the forum.

The chairman has also directed that no Senate delegation will visit the US “unless an explanation [for] the delay in issuance of visa” to his deputy is given by the US government or the US embassy in Pakistan.

Maulana Haideri, who belongs to the Jamiat Ulema-i-Islam-Fazl (JUI-F), was scheduled to travel to the US with Pakistan Muslim League-Nawaz Senator retired Lt-Gen Salahuddin Tirmizi on Sunday (today) to attend the IPU hearing at the UN headquarters on Feb 13-14.

The agenda for this year’s IPU hearing was the world’s oceans.

Entitled ‘World of blue: preserving the oceans, safeguarding the planet, ensuring human well-being in the context of the 2030 agenda’, the hearing would be an opportunity to reflect on sustainable development goals regarding climate change, sustainable consumption and production patterns, hunger and food security, health risks linked to pollution, chemicals and other harmful materials, sustainable economic growth and employment, and governance and the rule of law.

According to an official statement released by the Senate secretariat, Mr Rabbani has also directed that “no delegation, member of Congress or diplomat of the US will be welcomed by the Senate of Pakistan, Senate standing committees and senators in their official capacity [until] this issue is resolved”.

Sources in the Senate secretariat told Dawn that since this was an official visit, Maulana Haideri was not directly in contact with the US embassy in Islamabad and all the correspondence in this regard was carried out by the secretariat on his behalf.

Secretariat staff was told on Saturday that the embassy would inform them about the status of the deputy chairman’s visa on Feb 14, the last day of the IPU hearing.

This indicated that the US had decided not to allow the deputy chairman to attend the conference. This impression was strengthened by the fact that the embassy had already granted a visa to Mr Tirmizi, the other member of the delegation.

A spokesperson for the US embassy in Islamabad, when asked to comment, told Dawn that they could not comment on visa cases due to privacy laws.

Anti-US stance

The JUI-F openly opposes US policies, particularly the country’s role in the ongoing war against terrorism.

JUI-F chief Maulana Fazlur Rehman, in a speech on the floor of the National Assembly last week, criticised the new US Administration under Donald J. Trump for banning the entry of citizens from seven Muslim countries.

On the other hand, Senate Chairman Rabbani, who has been associated with the liberal Pakistan Peoples Party, has also expressed anti-US sentiments in the past. Since becoming chairman of the Senate in March 2015, Mr Rabbani has criticised the US on a number of occasions.

He took the US to task over its “conspicuous silence on the killings of unarmed civilians in India-held Kashmir, the treatment being meted out to African-Americans in their own country and the effort to impose India on the Nuclear Suppliers Group in violation of all norms of nuclear non-proliferation reflect this”.

Rabbani praised for cancelling senate delegation's US visit

KARACHI: Pasban-e-Pakistan President Altaf Shakoor welcomed the decision of Senate Chairman Mian Raza Rabbani to cancel a visit to the US by a delegation of Pakistani senators, after their visa process was inordinately delayed.

In a statement on Sunday, Shakoor said that this brave decision was taken in accordance with the national honour and aspirations of Pakistanis. He said the other members of Pakistan’s assemblies and senate should follow suit. He appealed to the senate chairman to also take notice of the issue of prolonged detention of the nation’s daughter, Dr Aafia Siddiqui. He asked the chairman to persuade the sitting government to take appropriate steps for her early repatriation.

He further appreciated that Rabbani had sought an explanation from the US administration regarding the inordinate delay in issuing visas to the delegation and announced the cancellation of the visit until this explanation was received.

Shakoor added that in the past, Pakistani rulers had played the role of US’ poodle and that they should learn a lesson from the senate chairman’s brave decision. He added that they should also learn how to uphold the country’s national dignity and honour in such matters.

Shakoor remarked that members of parliament should themselves realise their own importance, with the Pakistani delegation slated to take part in an international event and represent Pakistan.

He added it was the unanimous demand of the Pakistani nation that Dr Aafia Siddiqui be released. He said the rulers had already pledged to play their role in this regard while there many resolutions had also been passed by parliament; however no solid action had still to be seen. He hoped that the senate chairman would also show the same bravery and sense of honour in the matter of Aafia’s detention and also raise this issue properly so that the government is compelled to take appropriate actions.

The point is that he's an Islamist with strong anti US/anti Trump views, it's pretty damn obvious that the constituency he represents is crawling with radical (borderline terrorists) zealots.

Obama would probably have him blocked too.

Ideally, yes. But all diplomats working at the UN, or attending UN-sponsored events, require a US visa since the UN is headquartered in US territory. It's rare that US doesn't grant such a visa, but then again, we are living in unusual times.

That's true but not relevant here... USA denied visa to a high ranking Pakistani dignitary...regardless of which party he belongs, he is representing Pakistan and I totally support chairman senate's stance and rather i think this is still not enough. Pakistan should retaliate by denying visa to the similarly ranked US officials and disgrace them on the airports.

no, but he's a Jamaati/Islamist and represents a lot of radical (borderline terrorists) Islamists. I'm not surprised the US denied him a visa, wouldn't have been surprised if the previous admin blocked his entry too.

of course they get get nice food and get to visit New York
