He means if an Iindian ship is sinking or an Indian submarine is in deep difficulties in the Indian ocean, Japan will run to its rescue since it is closer and the US will follow suite with its rescue capabilities.. that is what is written between the lines..Anything else is daydreaming and wishful thinking..

India does not need American help. Haven't we fought Pakistan four times without American help.
That said American weapons are mighty useful in ending wars quickly.

A few JDAMs would have spared us some trouble in Kargil. The whole drama could have ended in a week. Of course everyone could have gone back home earlier with a lot fewer body bags for India and a lot more for Pakistan.

Lip service to sell more arms and to not diverge from US strategic alliance.

Pakistan is MNNA for the US.
Is India is?

On one hand the US has conferred the MNNA status on India's arch enemy Pakistan, on the other hand they say these kind of things to appease Indians. The US is capable of eating a lunch with India and a dinner with Pakistan the same day.

Do not believe any US navy boss's words who actually on his own can not make any such decision.

Its easy to fool India anyway who has no true (great power) friends in the world.
