Update on Hanoi Cat Linh - Ha Dong Metro line (China built)

Hanoi Metro passed all safety standards set by French 3rd party consultant.

In my opinion Hanoi China Metro is ready for public at 2018. However, allowing China metro to go operation then will earn China the honor of of first metro builder, fastest completer in Vietnam.

I am not sure if Vietnam will delay the project until Korean metro (in Hanoi) and Japan metro (Saigon) come online, Both are massively delayed.

Japan has done so much to damage its own image in various construction projects in Vietnam:

1. Very poor quality of design of elevated Ring Road 3 in Hanoi (Phase 1 from Phap Van to Cau Giay (~15km), near my home). It was designed so poorly that they had to change the design of Phase 2 (from Cau Giay to Thang Long bridge ~ 5km)

2, The collapse of Can Tho bridge (EPC contractors: Taisei, Kajima, Nippon Steel) during construction in 2007, which killed at least 57 workers: the biggest number of deaths ever in Vietnam's modern construction history.

3. Phuoc Khanh (3,148m) and Binh Khanh (2,763m) bridges on an expressway near Ho Chi Minh city. The construction works of both bridges were nearly completed (~60% I think), however have been suspended for almost 03 years, because of wrong design. As per some information, the design, which were done by a Japanese company, did not meet Vietnamese standard of wind load (well below requirements). Therefore, it is very likely that both bridges must be totally destructed to build new ones.



4. Ben Thanh - Suoi Tien metro line (line 1) (funded by JICA, EPC contractor: Sumitomo) in Ho Chi Minh city: poorly designed of concrete works. Although the reason are still not clear, but as far as as I know, construction has been put on hold to wait for conclusion.

The Cat Linh - Ha Dong line (funded by China and EPC by a Chinese company) is the first metro project in Vietnam (started in ~ 2009). It was built very quick with no delay (except the delay of site clearance), very little overbudgeted cost (compared to other projects by Japan, or any project which are foreign-funded) and so far, no big quality issue, although the run test have been done in last 03 years for almost 70,000km.

However, the bought and politicized media in Vietnam keep ignoring the big issues of quality, cost and progress in various Japanese projects. They keep praising the Japanese regardless of the poor quality in design, construction, as well as escalated cost in any Japanese projects, but exaggerated minor issues in the Chinese project.

Fortunately, Vietnamese are not so naive. Now there is more and more voice on the quality of Japanese projects in Vietnam. Very likely that all ODA projects funded by Japan will be put on hold for scrutiny.

Not only no delay, but the cost overrun was bail out by China (not sure about if GoV needs to payback later. Most of such arrangement is loans, that after sometime, loan will be forgiven).

Overrun cost is due to the Southern gangs (Transport ministry run by Nguyen Tan Dung gang) embezzle monies for land purchase. The people dont want to move because they get no monies.

Later China funded the shortfall.

Thanks. However, rumours on the reasons of cost overrun and quality are abundant, but not always reliable.

Some minor accidents at Cat Linh - Ha Dong metro project, like the collapse of a small scaffolding, or some workers carelessly dropping a steel bar onto the Nguyen Trai road (in all cases, done by Vietnamese sub-contractors), cannot be compared to the collapse of the whole part of a very big bridge and killed a lot of people, caused either by poor engineering design or mis-management by the Japanese contractors. Not to mention the Ben Thanh - Suoi Tien line, of which the whole beam system may have to be replaced or rebuilt.

All the issues of Cat Linh - Ha Dong line were just exaggeration made by Chinese-hating media sources, like vnexpress.net, dantri, or Thanh Nien news. Do not let your shear hatred and emotion control your mind.

Regarding the quality, it is hard to compare, because no other metro lines has been put into use. However, the Chinese metro trains have been test running for 3 years without any big problem.

Why the test running is conducted at such long time ? 3 years ? And why until now the MRT hasnt started the operation ?

Bcs we dont like any CN construction projects. but for some political reasons, we still have to accept it...thats why we try to delay it as long as possible.
