This is for all those who may not be aware of this. The next time any Indian tells you that the UN had called for Pakistan to withdraw from Kashmir first before a plebiscite could be held, just link them to the UNSC Resolution 80

The resolution called for (1) simultaneous and progressive demilitarisation by both India and Pakistan to the point where the remaining force would "not cause fear at any point of time to the people on either side of cease-fire line." (2) The northern areas to be administered by local authorities, subjucted to UN supervision (3) The Council to appoint a United Nations Representative to assist in the preparations and implementation of the demilitarization program, to advise the Governments of India and Pakistan as well as those of the Council, to exercise all of the power and responsibilities of the United Nations Commission for India and Pakistan, to arrange for the Plebiscite Administrator to assume all the functions assigned to him at the appropriate stage of demilitarization and to report to the Council as he saw necessary.

The resolution 80 marked a shift from the resolution 47 which called for Pakistan to withdraw first. Resolution 80 asked India and Pakistan to withdraw their troops simultaneously for the purpose of plebiscite. This attempt at equality did not find India's agreement. The resolution passed with eight votes in favour; India and Yugoslavia abstained, and the Soviet Union was absent when voting took place.

Thanks but no thanks for their concern. Now all their resolutions are invalid and we are free to decide and take the action we deem fit in the situation. WE WON'T LET ANYMORE BLOOD SPILLING of our brothers

Kashmir issue has gone back to 1947.. when there were no resolutions or bilateral agreements.. Pakistan is free to declare war as now India is an occupier in IOK and Pakistan is an occupier of IJK... Effectively, the whole of Kashmir is a battle ground now..

Atleast revoke that so called "LOC", it's nothing more than a battle front now.

This resolution called upon the governments of Pakistan and India to prepare and execute a demilitarization plan on the basis of the principles of General McNaughton's proposals of 22 Dec 1949. McNaughton had clarified that the resolutions of 1948 and 1949 called for demilitarization of the whole state of J&K and not just AJK. India rejected McNaughton's proposals and the Resolution 80 of 1950 that was adopted by the UN on the basis of McNaughton's proposals. India refused to give up it's position regarding demilitarization (the Indian position, in words of the Commission, was far from it's obligations under UN Resolutions).

By the Resolution 80 of 1950, the UN also replaced UNCIP by a single mediator, Sir Owen Dixon, to supervise demilitarization. Owen Dixon met with the representatives of the governments of India and Pakistan. The final report submitted by him in the UNSC proves beyond any doubt that it was India (and not Pakistan) that halted the demilitarization process. Having exhausted all possible means of reconciliation, Sir Owen Dixon reported the failure of his mission to the UNSC:

"In the end, I became convinced that India's agreement would never be obtained to demilitarization in any such form, or to provisions governing the period of the plebiscite of any such character, as would, in my opinion, permit the plebiscite being conducted in conditions sufficiently guarding against intimidation, and other forms of abuse by which the freedom and fairness of the plebiscite might be imperiled." (Page 16, Para 52 of Document S/1791)

India, in an attempt to deceive the world, seeks to fasten on Pakistan a responsibility to withdraw troops from Jammu and Kashmir unilaterally and unconditionally, by quoting out of context a certain provision of UN Commission’s resolution of 13 August 1948. While doing so, India deliberately suppresses the other paragraphs of Part II. The Indians are guilty of suppressio veri and suggestio falsi. These subsequent paragraphs make it obvious that the obligation of Pakistan to withdraw its troops from the state of Jammu and Kashmir does not devolve until both sides conclude a truce agreement to govern the withdrawal of not only Pakistan forces but also the bulk of the Indian armed forces from the state

And it was not just the McNaughton's proposal, India rejected eleven demilitarization proposals in total (Pakistan accepted all). Pakistan was even prepared to withdraw its troops in favor of UN troops in 1957, India rejected this proposal as well.

One has to be really delusional (or Indian) to believe that Pakistan was under an obligation to withdraw its troops from kashmir first, unilaterally and unconditionally. As per the UNCIP resolutions, a Truce Agreement had to be reached first. No such agreement was concluded as India refused to accept all the demilitarization plans proposed by the Commission, and therefore the Commission never notified Pakistan to begin withdrawal. Pakistan had made it clear to the Commission that it was prepared to begin withdrawing its forces as soon as the Commission notified it.
