It is fine as long as the safeguards you mentioned are enforced. I remain far more skeptical than you when it comes to believing that will be the case.
This is where we disagree. No one denies that India has the right to enforce border laws, but the whole issue is about the collateral damage to legitimate Indian Muslims -- including those who migrated legally from Bangladesh and who happen to have a foreign accent.
There are very very few who migrated legally. That really is not even a problem. Any who migrated legally will have passport and documents to support what they say.
The rest will get the shaft. You have no idea of the problems these people are creating.
Unless there are laws against out-of-state people moving in and buying land, the Bodos don't have a case. If there are laws, then the state needs to investigate how people bought land. The Bodos can''t just simply run people out of town because of their ethnicity.
They can if those people fail to prove themselves as Indians or fail to prove that they entered by legal means. Else they are fair game.
With both these moves -- Kashmiri Pandts and Bangladeshis -- Modi is showing that he is hostage to his own "tough guy" image. We will see if he carries this brashness and tough guy caricature into his foreign policy dealings.
Modi may yet turn out to be the best thing that happened to countries who are wary of India's rise.

Fortunately however, those countries are few and far between.
And the
only country that had any power in the global arena who could have created blockages for us is China. And China and Modi share a very
very good rapport. Infact you would be surprised to know that Modi was treated as a National Dignitary when he visited China in 20011, back when he was nowhere but a Chief Minister, and a much reviled one at that. He was given protocol equivalent to that of a PM back then by China.
Since then majority of Chinese investment has been in Modi's Gujarat.

Lastly, Modi is anything
but brash. He is extremely calculating. Its not a dictatorish tough guy act that he can get away with anything. Everything he does has an aim and objective in the larger strategy. Cost benefit to every move. He rarely lets the ball drop.
