Actually they do have "pain" guns for crowd control that use microwaves... I can see sound waves possibly being used as a weapon.

Likewise, years ago, there were thoughts of using portable lasers that do nothing except blind. Not hard to do... mount a 100 watt CO2 laser on a tripod and sweep. I think the notion was shelved as being simply inhuman, and I'd agree with that.
