I guess Ukraine has a bad track record that I was unfamiliar with previously.. But India is without a doubt a 5th world country so there is not much to expect from them

Saudi Arabia should be collaborating with Pakistan for new missile systems. No other will give Saudi Arabia access to the missile technologies that Pakistan will due to the strong strategic relationship between the two countries if Saudi Arabia invests.

Pakistan is actully very advanced in Missile technologies and one of the field where they are leading by a lands slide

Ukrainian defense industry is actually picking up lately... I keep hearing about them in every other week with a different country in a collab...

They must be in a rush or something to safe everything west of dnipro river since they are involved in like 100s of different collabs with different countries in different projects

Ukrainian Mil Defense industry inhereted a lot of know-how from the USSR days but they don't have the money to fund it. Many countries are now seeing the worth of diversifying their weapon procurement from Western NATO nations because they're becoming fickle suppliers. Ukraine doesn't care where your money comes from and they have the expertise to build what you want and unlike China, they're willing to do lots of ToT.

Will Saudi get the technical know how for this radar system so that it can produce independently in Saudi Arabia with Saudi subsystems?

I would be suprised if the deal didn't include Transfer of Technology.

Saudi Arabia finance the project but don't have any technological input into the development of the radar so basically its not a partnership but investment where you can expect profit from its sales. Will Saudi get the technical know how for this radar system so that it can produce independently in Saudi Arabia with Saudi subsystems?

KSA doesn't get involved in any JVs or even buying without ToT..

China is very greedy when it comes to ToT. They need to be lobbyied to sell more
