Don't they still need to meet some requirements to be able to join? As far as I know they cant join NATO with an active border dispute.

Dispute does not really matter. There is no specifc rule that says a state that has dispute cannot join NATO. Plus, Ukraine says it has no dispute because those are occupied territories.
