UAE more peaceful than US, UK, Canada: World Justice Project
UAE top in law and order and security in Mena; 6th in world

The UAE has excelled major developed countries such as the US, UK, Canada, France, Germany and others in the rule of law and order and security, because crime is effectively controlled and people here are peaceful and don’t resort to violence to redress personal grievances, said the chief research officer at The World Justice Project.

Thanks to its low crime ratio and rule of law, the UAE’s status as a safe haven got a shot in the arm as The World Justice Project (WJP) Rule of Law Index 2015 has rated the country top in law and order and security in the Middle East North Africa (Mena) and sixth in the world.

Alejandro Ponce, Chief Research Officer at WJP, told 'Emirates24l7', that the UAE enjoys high rating in order and security because crime is effectively controlled, effectively limited and people do not resort to violence to redress personal grievances.

According to the general population, crime rates are very low in the UAE, he said, adding that the UAE has a very high score for absence of crime, outperforming its regional and income-level peers.

For, absence of civil conflict, the UAE has a perfect score of 1 out of 1.

WJP is an independent and multidisciplinary organisation working to advance the rule of law.

The index measures how the rule of law is experienced in everyday life for 102 countries worldwide.

The findings are based on answers of 1,000 respondents in the three largest cities per country and a set of in-country legal practitioners and academics.

In law and order and security rating, the UAE excelled Sweden, Canada, Australia, Germany, New Zealand, Norway, UK, US, France, Spain and others.

Japan, Denmark, Finland, Singapore and Uzbekistan notched highest rating in law and security.

WJP Rule of Law Index 2015 rated the UAE 27th on the rule of law. Globally, the World Justice Project Rule of Law Index 2015 rated UAE 27th among 102 countries – ahead of Italy, Greece, Malaysia, Russia, Turkey and others.

In overall global rating, Denmark topped in Rule of Law Index followed by Norway, Sweden, Finland, the Netherlands, New Zealand, Austria, Germany, Singapore and Australia. Rated 27th, the UAE excelled Italy, Greece, Malaysia, Russia, Turkey and others.

Venezuela, Afghanistan, Zimbabwe, Cambodia, Pakistan, Cameroon, Nigeria, Uganda, Bolivia and Bangladesh sit at the bottom of the ranking.

According to WJP’s Chief Research Officer Ponce, public institutions in the UAE are relatively well developed and free of corruption (ranking 13th globally), and government officers are held accountable for misconduct.

The country is by far safe from crime and violence (ranking 6th in the world) and the court system is efficient and relatively independent by regional standards.

The WJP poll for the UAE was administered in the spring of 2015 by a local polling company using a probability sample of 1,600 respondents in Dubai, Sharjah and Abu Dhabi.

The Qualified Respondents Questionnaires data for this report, which complements the polling data with assessments from in-country professionals, consists of an average of 25 expert surveys per country, including the UAE.

UAE scores top rank in world Rule of Law Index
Country comes ahead of the US which ranked 20th

The UAE has taken the first slot in the Middle East and North Africa (Mena) and the 13th rank globally in the World Justice Project (WJP) Rule of Law Index which covers 66 countries.

According to the index, the UAE came ahead of the US which ranked 20.

The WJP's Rule of Law Index is a new tool developed and administered by the WJP to measure countries' adherence to the rule of law in practice and provides new data regarding a variety of dimensions of the rule of law. This is the first index to cover the rule of law comprehensively. The Index is designed to provide governments, businesses, NGO's, and civil society, with a tool to plan targeted, effective reforms, and will show incremental change over time.

The Index is based on eight factors ; limited government powers, absence of corruption, order and security, fundamental rights, open government, regulatory enforcement, access to civil justice and effective criminal justice.

In order and security, the UAE scored 90, absence of corruption 82 and effective criminal justice 84.

The report described the government as accountable and its powers are limited by judiciary. It also mentioned the absence of corruption in the judicial and executives branches as well as in police and military.

It also noted that government officials are sanctioned for misconduct.

In the security and fundamental rights, the Index said people do not resort to violence to redress grievances and noted the fundamental labour rights, freedom of belief and religion, freedom of opinion and expression, equal treatment and absence of discrimination and right to life and security of the person.

The UAE also earned top score in access to justice as people can access to legal counsel, and afford civil courts under due process of law. The report indicated that the criminal system and civil justice are free of improper government influence, corruption, discrimination and not subject to unreasonable delay.

''Laws are clear, stable and publicised, the government does not expropriate without adequate compensation and government regulations are effectively enforced, the report added, noting that people have the right to petition and public participation.

Commenting on the landmark achievement, Minister of Justice Dr Hadef Al Dhahiri, said the top ranking was a fruit of the far-sighted vision of the wise leadership which gives top priority to the rule of law and justice.

''The high score is a vote of confidence from a respected international agency in the federal and local judicial system, the minister added.

As he congratulated the personnel in the judicial sector, the minister urged them to do their best in the service of their homeland and of the rule of law and justice.
