There has been no change in his country’s position on the expansion of the United Nations Security Council (UNSC) since 2009, said U.S. Ambassador Richard Verma, reiterating that the U.S. continues to support India’s candidature for a permanent seat.

Mr. Verma was responding to a question based on a report in The Hindu that the Indian government saw a letter from the U.S. Ambassador to the U.N. that it supported a “moderate expansion” of the UNSC without a veto power to new members as a dilution of the U.S. support for India.

The U.S. would stand by President Barack Obama’s bilateral commitment that in the event of a vote on the issue, Washington would support New Delhi, he said.

The Ambassador marked out cooperation for protecting the global commons such as the high seas, skies, space and the Internet as the emerging driver of India-U.S. strategic cooperation. Talking at the Observer Research Foundation on “Protecting Our Shared Spaces,” Mr. Verma said such cooperation could “lay the groundwork for the next big breakthrough in bilateral relations”.

“What we do together can be a force for greater peace, prosperity and security in the world. Shared spaces offer us a platform to realise this potential,” Mr. Verma said, adding that the thinking Chalein Saath Saath — “Forward, Together, We Go”— that has guided bilateral relations so far has matured to a level where both countries felt “stronger together”.

In a clear reference to contested Chinese claims in the Pacific, the U.S. Ambassador said both India and the U.S. were aligned to “counter the use of intimidation or force to assert unfounded territorial or maritime claims”. “Freedom of navigation and overflight are not privileges. They are rights,” he said, paraphrasing U.S. Secretary of State John Kerry.

Defence cooperation
Mr. Verma pitched for expanding bilateral defence cooperation, and proposed that the U.S. and India could build fighter aircraft together, “right here in India”, pointing out that the country faced critical shortage of frontline fighter aircraft, limiting its capabilities to keep the skies patrolled and safe.

Calling for more cooperation in space, particularly through ISRO-NASA ties, he said space-based climate research could be a key area of partnership.

“We have only scratched the surface of what we can accomplish in space. The opportunities that lie ahead extend as far as space itself,” he said.

Mr. Verma favoured information sharing between the countries to keep cyber threats at bay.

Permanent UNSC membership is a long shot - The G4 specifically Germany and Japan are in a better placed position as of today to demand for a permanent membership in the UNSC. India needs to go step by step - India has applied for the MTCR membership and is expected to be granted one by year end. The next step should be get a membership of Zangger Committee - NPT and CTBT which wouldn't be soon due to the vows of our own nuclear program but still has much scope in the future. The ultimate step should be to get a NSG membership from which it had already got a one of its kind full NSG wavier back - such efforts will in turn legitimize our nuclear program and establish India as a more serious and responsible player in international politics.

Everything comes at a price - India will ultimately have to deviate from its policy of non-alignment. India is not willing to stick its neck out on the burning issues. Whether it was the case of Israel-Palestine, the government of Bashar Al Assad in Syria or the Russian annexation of Crimea, India was not able to give the vocal support that the US and other western powers or Russia for that matter demanded. In addition, India failed to speak its mind freely and boldly, aware of its new status in the world as a free market economy as well as a nuclear power. We will ultimately have to get away with this if we want a Permanent UNSC membership.

In the meanwhile India needs to increase it's foreign aid to developing economies and to the UN in which it ranks #27 (0.534%) in funding. India's contribution to UN Peacekeeping Force is significant - ranks #3 after BD and Ethiopia and has supplied logistics to the same like the MINUSMA mission in Mali.

If India's claim comes to a vote, India will need the support of at least 129, or two-thirds, of the 193 member-states (apart from P5) which won't be probelem since many member have actually supported India's claim publicly.

The letters are in public domain - have been uploaded (Security Council Reform: Current Session of the General Assembly | CenterforUNReform) for public reading, the first time countries have put their official positions on paper.

Sad to see the very large country of India being so desperate to get US approval.

We dont have to push for it .Just concentrate on economy and prosperity .Manufacturing especially defence manufacturing should increase agains and again from current level.Then we will attain a level that noone can challenge us directly.Then we will start our own decision making .Then they will come to us UNSC seat.Until then keep a low profile.

Absolutely correct, we should grow our economy and build our capability. If we are strong enough we can make our own way. This UNSC is absolutely worthless atleast MTCR,NSG is better. If we are strong enough to kick some *** what will the UN do ?

Lol Indian posts posted really make me want to fart out loud. That right UNSC is worthless, even Vietnam want a seat in there right now. It is worthless Indian is crying to get into UNSC.

The vote at the UN called for reducing European seats and adding others, it was obvious that their were growing concerns in US as they would have lost their majority in UNSC permanent council and Russian concerns are dealing with if losing economic clout can lead to removal from UNSC then their number won't be far.China is opposed to any reform as G4 has japan,India.

India needs to focus on economic and military aspects for sometime, increase P5 dependency on it and later should go independently for inclusion in UNSC permanent seat that will be better approach.

China will never have India as a permanent member...& US knows this fact very well, & US itself will not make any effort to persuade China to change it's stance as maintaining status quo suits US too. So whenever US or any other P5 Nations apart from China issues these kinda statements...just take it with a pinch..& don't get excited about it!
