Turkmenistan offers India lead role in TAPI project

Turkmenistan has offered India a lead role in the international consortia that will build a USD 7.6 billion pipeline to transport natural gas from the former Soviet republic to its South Asian neighbours.



The offer was made by Turkmenistan President Gurbanguly Berdimuhamedov when Indian Oil Minister Murli Deora called on him on the sidelines of a summit meeting on Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline in Ashgabat on December 11.



"Deora said he will need a Cabinet approval to take that kind of role," an official said here.



The Asian Development Bank (ADB) is the Lead Development Partner of the project which envisages supply of gas from Turkmenistan's South Yoloten-Osman field.



The official said Turkmenistan will give delivery of gas at Afghanistan border and thereafter a consortium of companies which would be formed to execute the project, will take over from there to deliver gas to the host country through which gas pipeline will pass.

What are the chances of TAPI pipeline really happening?
Atleast 2 conditions need to be fulfilled
1. Afghanistan to become peaceful and stable
2. Normalization of relationship and reduction in trust deficit between India and Pakistan.
China is presently busy pipelines from central Asia to its western provinces. By the time TAPI pipeline becomes a reality, there will be no oil/gas left.

Think China already has a pipeline from Kazakhstan but Turkmenistan has the world's fifth largest estimated reserves of natural gas theres plenty there for India to tap.

At the signing ceremony too, Deora had voiced concerns over the safety of the pipeline.

"There are issues that need to be addressed. We have to come to a decision regarding the price of gas, security of the pipeline, certainty of the gas supply, transit fee and setting up of the consortium (to build the pipeline)," he said.

"Quite obviously, our goal is not merely the construction of the pipeline, but also continuous and uninterrupted flow of Turkmen natural gas over several decades," he added.



This project still has many issues to be resolved going by the statement of our energy minister

I personally don't understand why GOI is ready to go ahead with TAPI and not with IPI...in both cases pipline will come from pakistan...!

If GOI is ready to go ahead with TAPI then it must also join IPI.

Turkmenistan, India discuss TAPI gas pipeline project today

Ashgabat, Turkmenistan: Turkmenistan and India will commence bilateral talks in New Delhi on Wednesday to discuss issues related to the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline.

Turkmen government sources said the Ashgabat delegation is headed by Turkmen petroleum and mineral resources minister, Bairamgeldy Nedirov.

The discussions will centre on the purchase of Turkmen gas and terms of contract.

The contract is expected to be inked later this month.


Turkmen government sources said negotiations on fuel price have been frequently held between Turkmenistan and potential customers Pakistan and India.

The project is actively promoted by the Asian Development Bank, which financed the feasibility study for the project.

An intergovernmental agreement on the TAPI project is the basic document for fulfilling the project. The agreement was signed in Ashgabat in December 2010.

The TAPI pipeline will be 17,000 kilometres in length and have a capacity of shipping 33 billion cubic metres of natural gas on an annual basis. It is estimated that construction will cost between $7-8 billion.
