I have tried to find out but...no idea. Its such successful aircraft there should be a cavilian version
Technically you can buy one in Pakistan for about $300K. The reason they are not used by flying clubs for training is because they have stick controls and not yoke. In South Africa they are used as acrobatic flying trainers.
Does Pakistan wholly own this aircraft and is it wholly made in Pakistan?
Yes they own 100% licence but obviously a number of parts including the engine and avionics are outsourced, which is very normal in such situation. There are only 2 or 4 reputable aircraft piston engines manufacturers in the world and it not feasible for airframe manufacturers to have their own in-house engine manufacturing.

No way Turkey would have such a bad taste when their domestic paint jobs are 100 times better.
I think it's painted according to Turkish requirements, where the roundel is painted, the TuAF logo, the registration number and the writing Turkish Air Force wouldn't be done without customers approval.

Why are Pakistani paint jobs on aircraft one of the worst? Do they assign these tasks to Patwaris?

I am not an expert in this field but I think this is how it goes:
- Manufacturer(Pakistan) makes the plane.
- Design/camo/colour scheme is chosen by the buyer(Turkey)
- Manufacturer finishes the paint job according to buyer's wishes
