Turkey asked the European Union for 3 billion euros on Thursday, easier travel to the EU for its citizens and diplomatic favours in exchange for helping stem the flow of Syrian refugees to Europe, EU officials and diplomats said after talks in Ankara.

Faced with their worst migration crisis since World War Two, European countries need the support of Turkey from where most of migrants and asylum seekers transit to reach Europe.

Senior Turkish and European Commission officials who talked late into the night in Ankara were "close to finalising" a cooperation agreement largely along the lines of a Commission draft published last week, officials involved in the talks said.

A new draft, seen by Reuters, removed a reference to an offer of 1 billion euros, some of which was already scheduled to be paid. It now says the EU will offer "substantial and concrete new funds" outside those already part of aid programmes.

Any measures will eventually need approval from EU leaders, who were meeting in Brussels on Thursday to discuss cooperation with Ankara. They were not expected to make major decisions.

Separate from the written "action plan", EU officials and diplomats said Turkey presented the negotiators with other demands, including the 3 billion euros and speeding up a deal that would, in time, give all Turks visa-free access to Europe.

Ankara also wants a revamp of the negotiations leading to EU membership, overcoming a years-long deadlock. Six new "chapters" -- areas where EU states share common policies -- should be opened on energy, economic and monetary affairs, foreign affairs, education, home affairs and the judiciary. Since accession talks began a decade ago, 14 chapters have been opened. The full process requires accords in over 30 areas.

Turkish President Tayyip Erdogan also wants invitations to EU summits and for Turkey to be on an EU list of countries considered "safe" for rejected migrants to be deported to -- a status being accorded to all other EU candidate countries.

The Commission negotiating team is led by First Vice President Frans Timmermans and enlargement commissioner Johannes Hahn. EU officials stress that any agreement will need to be endorsed by the Council of the EU's 28 member governments.

Diplomats and officials questioned whether the request for new aid was realistic in the short term: "The 3 billion euros are like a Christmas shopping list that is completely unrealistic," one source close to the negotiations said.

The Commission, which manages collective EU funds, has committed 250 million euros of fresh money but cannot offer more as the EU budget has a limited flexibility, officials said.

"EU states will have to do their part, at least matching the Commission commitment and offering more if they wish so," a top EU negotiator said.

EU leaders gathered in Brussels on Thursday "will somehow address the issues raised but, as they are so recent, there is a limit on how far they can go,” a EU diplomat said.

Several diplomats said the speeding up of visa liberalisation -- offering visa waivers to business travellers, for example -- would be possible as long as Turkey accepts previously agreed conditions and also implements a parallel agreement to take back migrants rejected by the EU.

Broadening EU membership talks could face opposition from Cyprus, which has blocked the opening of new chapters in the past as it tries to secure a peace deal with the Turkish-backed breakaway state in the north of the island.

lool Good one, How about E.U leaders say no to these fake 'refugees' themselves, case solve. They should adopt eastern European countries method and stop these refugees from coming, this way it will discourage other to risks their life's making the journey to Europe. But NO Emperor Merkel won't agree since she likes showing she's the mother Theresa of Europe.:disagree: So now her solution is for making other deals now with free movement with Turkey?:cheesy: Who said many immigrants now wont also claim/fake Turkish citizenship ike they have been doing with Syria just so we can let them in?:rofl:

No wonder we have always be reluctant to be bind by any E.U laws and maintaining our own independence when it comes to our laws/rules. Good thing we are always one step in the E.U and another step out depending on the situation, seems we made the right choice.:D

I don't think the EU has a choice.

even if Turkey honors it's agreement. it will still be a slow death for Europe

Gaddafi made a demand for 5 billion euros a year to stop the "black hoard" or Europe would turn Black as he put it. Europe brushed off his blackmail, and he was assassinated, and now looks like what he said is coming true.

don't get me wrong I think refugees deserve a right to stay in Europe, but this is getting ridiculous.

Britain needs to embrace the refugees, britain needs to be compassionate and open its borders to Muslims. This is needed for world peace.

Mike, first of all, i don't understand how you Europeans think that you can stop the refugee flux.... these people comes through Turkey via ISIS controlled areas (risk of beheading), cross the mine zone between Turkey and Syria on foot, cross rivers, barbed wires and risk of being shot by Turkish soldiers. And you still think that you can stop them by physical means. :lol:

Believe me if was possible Merkel wouldn't have a second thought.

Exactly, that's what going to happen. I hope EU officials are dumb enough to accept our conditions. IMO Turkey should blackmail EU as much as we can milk it.

You still don't get it do you? Who told you these people are Syrian refugees fleeing war? They are not, they come from North Africa, South Asia and middle east. They are mostly economic migrants not refugees. Thought you would have known that by now. lol And yes we can shut them out if we really wanted to, and discourage other to make the journey in the first place, just like Eastern European countries offered to do, but Merkel and other liberal western European leaders are too afraid to that,since they always want to play the political correct card.:disagree:

It has never been Syrian refugees fleeing ISIS in the first place, its just young men fleeing their country for economic reasons. They are in no danger whatsoever.they are just using the Syrian crisis as another way to get here, making life even more difficult for syrians who are genuinely fleeing war since we will soon start placing restrictions on them. So much for ummah countries solidarity..:bounce:

I just find it funny as hell that people in this region keep criticizing the 'evil' west/Europe and our immoral values compared to their holy land, yet they will risk their whole life trying to cross the ocean and do whatever just to get here and leave their holy country. LMAO.:rofl:

Than it's more BS for us. We need to take non-Syrians who are just passing our country to reach Europe and integrate them into society ?? We are already hosting 2 Million Syrians and we don't need additional thousands of non-Syrians on the list.

IMO, it's not about religion, i despise able young man who are fleeing their country instead staying and defending their country. Most of the Turks looks them as "good for nothing bunch".

As long as you find it ok that the wannabe sultan thinks he can blackmail the EU,i also find it apropiate to slap him with sanctions if he acts like he's running a pirate state.He might end up like Gaddafi ,the last tyrant with grandeur illusions who saw fit to use blackmail.
