According to foreign media reports, Turkey announced that it will impose import duties on all e-commerce products ordered from abroad. Except for books, all low-priced goods are no exception.

As local companies complained about previous policies that led to unfair competition, the government implemented the policy to respond.

A decree issued by Turkish President Recep Tayyip Erdogan in the official gazette on Wednesday said that Turkey will impose import tariffs of up to 20% on e-commerce products and other mail items at the end of May.

In February of this year, Turkish Finance Minister Berat Albayrak met with businessmen in Ankara (Turkish capital) and said that Turkey will take measures to combat tax avoidance by e-commerce companies. At the tax committee meeting on February 27, he said that Turkey imported 26 million pieces of 0 to 2 kilograms of parcels from only one country during 2018.

Turkey will impose an 18% tariff on goods directly from the EU and a 20% tariff on products from other countries. The value limit for imported goods is set at 500 euros. Books with a total value of up to 150 euros are tax-free and can be imported into Turkey for free.

Turkey began to impose tariffs of up to 20% on imported goods last year, but it will only be taxed if the declared value exceeds 22 euros.

According to the ruling on Wednesday, the government has imposed stricter import restrictions on items such as televisions and mobile phones in personal baggage carried abroad. People have the right to import this kind of goods every three years. The previous policy was to import them once every two years.

According to a report jointly released by Deloitte and the Turkish Information Industry Association (TUBISAD), the Turkish e-commerce market was worth 59.9 billion lire (about 9.9 billion U.S. dollars) in 2018, of which retail and tourism accounted for a large proportion.

Turkey has a population of 82 million and a median age of 32. It is the youngest country in Europe, so the e-commerce market has great potential for development. By 2040, the Turkish population is expected to expand to 100 million. (1 USD = 6.0492 lira) (1 USD = 0.8929 Euro)

5月18日消息,据外媒报道,土耳其宣布将对从国外订购的所有电商产品征收进口税,除书籍外,所有低价商品均不例外。

由于当地企业抱怨之前的政策导致不公平竞争,政府因此实施该政策以作出回应。

土耳其总统Recep Tayyip Erdogan周三在官方公报上发布的一项法令表示,土耳其将在5月底对电商产品以及其他邮寄物品征收高达20%的进口关税。

今年2月,土耳其财政部长Berat Albayrak在安卡拉(土耳其首都)与商人会晤后表示,土耳其将采取措施打击电商公司的避税行为。他在2月27日的税务委员会会议上表示,土耳其在2018年期间仅从一个国家就进口了2600万件0到2公斤的包裹。

It is mostly directed towards China.
LOL.. It will only make Turkish life more miserable. They already have to withstand the depreciation of lira and now they need to suffer paying more import cheaper products abroad. Many of the Chinese goods are irreplaceable. Don't be naïve. China is world factory for a reason. You cannot replace it in few weeks or even a few years time. Chinese product is good for quality/ ratio and price. Their logistic chain and management is so efficient that they can bring down prices so low for decent quality and yet profit is still there. The protectism will only brew ill efficient and non competitive practice.

Made in China has both good and modest quality, depends on how much money you spent, wether you like it or not, you need to continue buy them,
For ex. a Made in China knife costs you 3 dollars and can work 2 years while a Made in US knife can work 5 years with a price of 25 dollars, what is your choice really ?
Under normal circonstances,I choose Made in China.

Self denial.. Turkey own domestic economy is not complete chain. It needs to import. Shooting its own foot. Did I make up story about falling Turkish Lira. See the chart for yourself.

It is aimed at protecting their own industry which is a good step for a developing country.
No, it will only bred ill competitiveness and non innovative. Those manufacturer will be too lazy to push for better cos state will raise tax on import to protect them. Your product will also lack competitiveness to step out of the Turkey to go global. Turkey economy will also suffer from over cost and lack competition.

China has the right to take protection measures and the same WTO rules. And is USA following WTO rules? If not then China can also ignore WTO.

No, it will only bred ill competitiveness and non innovative. Those manufacturer will be too lazy to push for better cos state will raise tax on import to protect them. Your product will also lack competitiveness to step out of the Turkey to go global. Turkey economy will also suffer from over cost and lack competition.
Developed countries have unfair advantage so govt in developing countries are justified in taking such measures. Like wind energy and solar energy are subsidised to develop as they cannot compete with old established coal and fuel based power generation.

I wonder what Turkish intent is. I see a few possibilities:
  • Turkey is facing huge trade deficit and wants to reduce imports and start domestic manufacturing
  • Turkey is concerned for Uighurs & has greater Turkistan ambition and hence trade-war against China
  • Turkey is falling in line with USA and joining hands to take on China to stop China from being a giant economy.
Made in China has both good and modest quality, depends on how much money you spent, wether you like it or not, you need to continue buy them,
For ex. a Made in China knife costs you 3 dollars and can work 2 years while a Made in US knife can work 5 years with a price of 25 dollars, what is your choice really ?

It is not that Chinese goods are cheap but that western goods are bloated and over expensive due to their legacy of combining business with politics. West secured literally free resources by making petrodollar deal and bloated their currency with this leverage.

Goods made in other normal countries like India, Vietnam etc also have lower costs as these countries don't bloat anything. It is just the abundance of natural resource in China, its vast population that gives it an edge over other countries in scaling production. The natural resource by country has Russia as leading followed by USA & China. This resource abundance is the key for china succeeding in giving low cost items even over other poorer countries

However, in order to illegally protect their own industries that are not competitive in price, Americans say that Chinese products are dumping in US, and impose 100% to 600% anti-dumping duties on Chinese products.

The truth is Only developed countries has the ressources and funds to dump products into developing countries, and there is no such thing as developing countries (including China, India, Brazil, Russia, Turkey,etc.) dump products into developed countries.

Therefore, the root cause is the cost competitiveness. The minimum wage for industrial workers in the United States is around 2,000 to 2,500 US dollars, and that for Chinese industrial workers is only 500 to 800 US dollars.
