Do not blame the state. The State could only get writ established post 2007 due to arrangements between the parties regarding governance.

Use of marihuana is rather common in Northern Pakistan in that area as it is considered a local crop.

Woh aur kar kya saktey hain? There are people with business degrees involved in this smuggling because they couldn't get a job. We need to provide opportunities otherwise people choose the easy way. And ingrain the principles of honest living and Islamically secular thought at the same time. It really annoys me that the average Pakistani is in such a bad situation. We need to fix things or we will lose a generation.

There are opportunities available. Just not that high paying as the smuggling business. People are becoming too materialistic and thus they will keep choosing this way.
