TTP rules out possibility of peace talks with the government.

PESHAWAR: The banned Tehrik-e-Taliban Pakistan (TTP) chief Mullah Fazlullah has ruled out the possibility of peace talk with the government and said that attacks against the government and security forces will continue. According to sources the TTP chief said that activities against the government will continue to implement the Islami Sharia system in the country. He said that there is no possibility of peace talks with the government. TTP spokesman Shahidullah Shahid has said that Pakistani army is preparing to launch operation against the Taliban. However he said that Taliban are ready for any king of military operation against them. He said that the present government also work on the directions they get from the US. -

کالعدم تنظیم پاکستان طالبان کے نئے سخت گیر رہنما ملا فضل اللہ نے کہا ہے کہ حکومت سے امن مذاکرات بے معنی ہیں اور انھوں نے ایک بار پھر یہ دھمکی دی ہے کہ وہ پاکستان کی حکومت کو ہٹانے اور ملک میں شرعی نظام نافذ کرنے کے لیے جدوجہد کے سلسلے میں اپنی کارروائیاں جاری رکھیں گے۔
برطانوی خبر رساں ادارے روئٹرز کے مطابق تحریک طالبان کے ترجمان شاہد اللہ شاہد نے کہا ’سابق حکومتوں کی طرح پاکستان کی موجود حکومت امریکہ کی کٹھ پتلی، ڈالر کی بھوکی اور کمزور ہے۔‘
شاہد اللہ شاہد نے روئٹرز کو بتایا کہ انھیں علم ہے کہ حکومت اندرون خانہ فوجی کارروائی کرنے کے منصوبے بنا رہا ہی مگر طالبان ان حملوں کا مقابلہ کرنے کے لیے تیار ہیں۔
انھوں نے کہا ’حکومت خوشی سے فوجی کارروائی کرے ہم نے ماضی میں بھی فوجی آپریشنوں کا مقابلہ کیا ہے اب بھی ان کا انتظار کر رہے ہیں۔‘
قبل ازیں پاکستان کی وفاقی کابینہ کی کمیٹی برائے قومی سلامتی نے فیصلہ کیا ہے کہ دہشت گردی کے خاتمے کی کوششوں میں طالبان سے مذاکرات پہلا آپشن ہوگا اور دیگر طریقے آخری حربے کے طور پر استعمال کیے جائیں گے۔

"جو پالیسی ہم لے کر آئے ہیں، اس کا پہلا باضابطہ مسودہ آج تیار ہو گیا ہے جس میں تین پہلو شامل ہیں۔ پہلا پہلو خفیہ رکھا جائے گا کیونکہ قومی سلامتی کے معاملات سب کے سامنے نہیں لائے جا سکتے۔ دوسرا سٹرٹیجک معاملات ہیں جن میں یہ طے کرنا ہے کہ کیا موجودہ حالات ہی آگے لے کر چلنے ہیں یا امن کے لیے مختلف لائحہ عمل تیار کیا جائے جبکہ تیسرا پہلو آپریشنل ہے جس میں ہمیں پاکستان کے گلی کوچوں کو محفوظ بنانا ہے۔"​

قومی سلامتی کمیٹی کا اجلاس منگل کو اسلام آباد میں وزیراعظم نواز شریف کی زیر صدارت منعقد ہوا جس کے بعد ایک اخباری کانفرنس سے خطاب کرتے ہوئے وزیر داخلہ چوہدری نثار خان نے بتایا کہ اس اجلاس میں پاکستان کے قومی مفاد کے تحفظ کے لیے قومی سلامتی اور اندونی سکیورٹی سے متعلق حکمتِ عملی اور افغانستان کے ساتھ تعلقات پر بات چیت کی گئی۔
اس اجلاس میں داخلہ اور دفاع کے وزراء کے علاوہ مشیر برائے قومی سلامتی و خارجہ امور، مسلح افواج کے سربراہان، چیئرمین جوائنٹ چیفس آف اسٹاف کمیٹی اور آئی ایس آئی کے ڈائریکٹر جنرل بھی شریک ہوئے۔
چوہدری نثار نے کہا کہ ’بارہ برس سے پاکستان کو انتہا پسندی کا سامنا ہے مگر اس سلسلے کوئی پالیسی موجود نہیں۔‘

"عوامی حمایت تب ہی حاصل ہو سکے گی جب امن مذاکرات کو پہلا آپشن مانا جائے کیونکہ ماضی کی دوہری پالسی کی وجہ سے فوج کے اندر اور عوام میں بھی طالبان سے متعلق رائے منقسم ہے۔اب بھی کوئی انہیں اسلام کا محافظ مانتا ہے تو کوئی دشمن۔"​

اس فیصلے پر بی بی سی اردو سے بات کرتے ہوئے دفاعی تجزیہ کار ریٹائرڈ ایئر کموڈور جمال حسین کا کہنا ہے کہ فرق یہ ہے کہ پہلے حکومت دوسرے آپشنز کے بارے میں بات بھی نہیں کر رہی تھی۔
انھوں نے کہا ’فوجی حلقے پاکستانی طالبان کے خلاف ایکشن لینا چاہتے ہیں مگر وہ سیاستدانوں کو وقت دے رہے ہیں کہ وہ الیکشن سے پہلے کیے گئے طالبان سے مذاکرات کے وعدوں کو پورا کرنے کی کوشش کریں کیونکہ یہ تو سب جانتے ہیں کہ حکیم اللہ محسود کی امریکی ڈرون حملے میں ہلاکت کے بعد طالبان مذاکرات کرنا ہی نہیں چاہتے۔‘
ان کے بقول ’اس سلسلے میں عوامی حمایت تب ہی حاصل ہو سکے گی جب امن مذاکرات کو پہلا آپشن مانا جائے کیونکہ ماضی کی دوہری پالسی کی وجہ سے فوج کے اندر اور عوام میں بھی طالبان سے متعلق رائے منقسم ہے۔اب بھی کوئی انہیں اسلام کا محافظ مانتا ہے تو کوئی دشمن۔‘
یاد رہے کہ مسلم لیگ ن کی قیادت نے ملک میں 11 مئی کے عام انتخابات کے دوران گذشتہ حکومت کی سکیورٹی پالیسی پر شدید تنقید کی تھی اور اعلان کیا تھا کہ وہ طالبان سے مذاکرات کے عمل کے حامی ہیں۔
نواز شریف کی حکومت نے رواں سال جون میں اقتدار سنبھالنے کے بعد ملک میں قیام امن کے لیے متعدد بار ایک جامع پالیسی متعارف کروانے کا اعلان کیا لیکن اس ضمن میں کوئی ٹھوس پیش رفت نہیں ہو سکی تھی تاہم حکومت نے آل پارٹیز کانفرنس کے پلیٹ فارم پر طالبان کے ساتھ مذاکرات کا فیصلہ کیا تھا۔
تاہم اب تک کالعدم تحریکِ طالبان کے ساتھ حکومت کی طرف سے مذاکرات کی کوششوں میں خاطر خواہ کامیابی نہ ملنے کا الزام حکومت نے امریکی ڈرون حملوں پر لگایا ہے اور وزیرِ داخلہ کہہ چکے ہیں کہ جب تک ڈرون حملے نہیں رکیں گے اُس وقت تک طالبان کے ساتھ مذاکراتی عمل آگے نہیں بڑھ سکتا۔
