A truth and reconciliation commission is a commission tasked with discovering and revealing past wrong doing by a government or depending on the circumstances non-state actors also, in the hope of resolving conflict left over from the past. They are, under various names, occasionally set up by states emerging from periods of internal unrest, civil war, or dictatorship. South Africa's Truth and Reconciliation Commission, established by President Nelson Mandela after Crimes, is popularly considered a model of Truth Commissions, rarely if ever achieved in other parts. TRC is also formed in different countries like Argentina, Canada, Chile, South Africa, South Korea, United State. After formation of TRC in different Countries Ratio of Crime and other Criminal and Corruption cases were decreased.
As government reports, they can provide proof against historical revisionism of state terrorism and other crimes and human rights abuses. Truth commissions are sometimes criticized for allowing crimes to go unpunished and creating impunity for serious human rights abusers. Their roles and abilities in this respect depend on their mandates, which vary widely.
One of the difficult issues that has arisen over the role of truth commissions in transitional societies, has centered around what should be the relationship between truth commissions and criminal prosecutions.
On 24th August 2009 Muttahida Qaumi Movement chief Altaf Hussain has already appealed to Chief Justice of Pakistan Iftikhar Mohammad Chaudhry to constitute a truth and reconciliation commission in the light of disclosures made by Lt-Gen (retd) Naseer Akhtar, a former corps commander of Karachi, and Brig Imtiaz Ahmed, a former director-general of the Intelligence Bureau, that the MQM had nothing to do with the Jinnahpur conspiracy.
Chief of Pakistan Tehreek-e-Insaaf has also raised this issue he demand these three issues
1- All the corrupt people should admit all their corruption,
2- Return the money back to the country
3- Then come back and continue in the main stream politics.
If a TRC that raised by Mr. Altaf Hussain and Mr. Imran Khan occurs then this will provide an opportunity to expose the criminal and corrupt faces.
On 14th September 2009 President Asif Ali Zardari said that a truth and reconciliation commission would be formed shortly to bring to justice all those involved in different conspiracies in the past. The statement indicated that the government intended to take action against former intelligence officials for unveiling stories about toppling of a previous government of the Pakistan.The formation of the commission was also envisaged in Charter of Democracy Point 13(a) which was signed by former prime ministers Benazir Bhutto and Nawaz Sharif in 2006.The president said he would consult Prime Minister Yousuf Raza Gilani for an early formation of the commission.
