Corruption is a gross moral sin but not always provable. But the immorality of it always creates a bad taste in everyone's mouths. If the state want to prove that I was corrupt, my son working in the family restaurant would qualify. In other words, if the state really wanted to, anyone and everyone is 'guilty' of something and only the benevolency of the state spares you and your family the firing squad. You want to get the people behind you? Charge your target of 'corruption'.
Examine your life. Some time ago, you broke the law(s) and only the mercy of the state that you lives.
