Terrorism will go up again beyond 2014 i.e. once the WOT winds up and NATO retreat and Pakistan has some breathing space on its western wing, the concentration will be back on India's borders. We could have used these 12 years to strengthen our defenses and neutralize all sleeper cells and existing networks - but it seems Indian authorities didn't learn their lesson and have taken the dip in militancy lightly and have not used the time effectively. Indian troops could have wiped out all terrorist supporters and sympathizers in this time. Even now they have 2 more years to clean up the scum, mine the whole friggin border, lay out defensive positions etc. The retards in the center have no sense of planning at all.
