You are more than welcome to take them back. We are not stopping them. Many have taken up citizenship in other western countries. In a decades time there won't be Dalai Lama and we are not obligated to keep them here forever.

Many do not have a Chinese passport. A passport is not engraved in one's DNA. It is a government issued document. If it was never issued to an ethnic Tibetan, then how can they "go back" to Tibet? Before you ask me "how is it possible for an ethnic Tibetan not to be issued a Chinese passport?" drink some tea and meditate until you figure it out.
