China always makes long term plans, 10 year, 20 years, 50 years in advance, and China never expects the HSR itself can be profitable, the country focuses more on the long term and secondary benefits HRS could bring to the local economy and development and overall improvement of logistics and global supply chain.
The haters always claim that China's HSR is losing money, they fail to see HSR is public facility just like subways, schools and libraries which are not supposed to make money, at least in China they are not. Haters can never see anywhere beyond the tip of their nose.
