Who are Kayasth?
Caste of scribes, they were scribes under Muslim rules too. They were historically at par with Brahmins or even above though in some regions like Bengal they're given Shudra status.Who are Kayasth?
This is obviously the fault of Muslims, dalits and tribals themselves. They get preferential jobs, quota allocation for education and are loved by all political parties in India because of their vote block. There is no possible reason that they remain disenfranchised so they must be doing it to themselves, or possibly each other. They all are as self-flagellating as each other and will remain as such despite the best efforts of upper caste Hindus to beat them all straight. I feel so sorry for the upper castes who are the real victims here.

You're implying private property -> land disputes?The study talks mainly about administrative reform and of some judicial reform but does not address the base fact that even with these reforms there will still be land disputes.
