Doesn't say what you think it says, yet again. They're there for program management, not engineering design.

They also noted: "This project has set up an important milestone in China’s national railway project as it was unprecedented to appoint a foreign consultant to provide professional construction supervision service."

This means that every HSR project prior to that one was 100% domestic IP, as stated by your own document.

Does it matter? Point is China hasn't built its infrastructure in a vacuum. Besides on mega infrastructure investments project management is far more critical.Large Chinese NOCs such as CNOOC often hire western firms to manage large projects not just in China but on other continents as well.

Used to, I am from the marine oil and gas sector mate. Chinese EPCs are actually a bug competitor against western EPCs. Up until maybe 2000ish, we still needed some western input. But for specialty equipment like subsea or marine drilling packages, yes we do use western products. For example oil rigs, it used to be made in SEA by Western firms, then 15 years ago the industry moved to China, now it is 75% made in China. The same for FPSOs, but alot of subsystems useeed are imported for export markets due to client specs but for domestic market projects, its almost always using local products and now due to the trade war import substitution is Increasing. For example the control system, CNOOC uses US brands or Japanese brands due to industry recognition but there is one Chinese company I had been auditing, they produce the same quality systems and in some aspects even better (cyber security), but because this company mostly produce for the onshore industry, it was not recommended. Now CNOOC is using their products. The technology had always been there. Its not rocket science.

Claimed document stated: "Debt and leverage increasing"

Document actually stated:

1. 居民杠杆率上升的速度亦有所放缓 - leverage rate is decreasing
2. 我国高储蓄率的“厚家底”、个人住房贷首付比例较高的“缓冲带” - China has high savings rate which serves as a buffer
3. 我国居民部门债务风险尚在可控范围 - private debt risk is under control

So when he says "30% revenue comes from China" just take it to mean the opposite. Probably 30% of Chinese revenue comes from them instead.
Of course I know, he posted a long link with a gazillion words. This is typical Indian talk.
