These Are the World’s Most — and Least — Democratic Places

The percentage of the world’s population living under some sort of democracy tumbled last year to 45.7% from 49.4% a year earlier according to the Economist Intelligence Unit’s Democracy Index 2021.

Of the 167 territories surveyed, just 21 were deemed to be full democracies, representing 6.4% of the world’s population, while 53 fell into the “flawed democracies” category.

Topping the list were Norway, New Zealand and Finland, while the U.K. ranked 18th. The U.S., which was given a flawed democracy classification, fell one spot to number 26.

Afghanistan and Myanmar took the bottom two spots, just below North Korea.

The EIU said the results continued to reflect the negative impact of the Covid-19 pandemic. Citing measures such as lockdowns and travel restrictions, the report said the pandemic had “resulted in an unprecedented withdrawal of civil liberties among developed democracies and authoritarian regimes alike.”


It has led to the normalisation of emergency powers, which have tended to stay on the statute books, and accustomed citizens to a huge extension of state power over large areas of public and personal life,” the report added. “The creeping authoritarianism that has accompanied the pandemic raises questions about whether, in what circumstances, and for how long, governments and citizens are prepared to undermine democratic rights in the cause of public health.”

Regionally, Latin America saw the biggest decline in scores, with seven countries falling down the rankings between 10 and 20 places, while Asia gained three “full democracies” -- Japan, South Korea and Taiwan.

INDIA is hands down uncivilized Afghanistan is 1 million times better and safer period anyone who says otherwise is being dishonest..

It is not so much about democracy india is just uncivilized...

How did Myanmar increase its score after the Military Coup in 2021 and Afghanistan is still the same after the Taliban insurgents took over?

A better measurement would be governance, security and so on.

Hawaians does not exactly have the freedom to become independent. UK and US citizen dosent have freedom from national surveillance. Also its peculiar that India scores higher than neighbors on freedom, as if Kashmire dosent exist on this planet.

I live in Norway, it has good governance, security and many personal freedoms. Which is awesome. OTOH Norway is notoriously regulated by the state. There is a procedure and law for almost anything. Building permits take ages to get through and must conform to various rules. Alcohol is allowed but not weed. You can get 10 years prison for tax evasion but get away with 5 years for murder. Private schoools are forbidden, religous schools are forbidden. Private hospitals are forbidden an so on.

A structured society has its freedom and its prisoners.

Not at all, its a beautiful place with a well functional and peaceful society. Which we are proud of. Social security and free education+hospitals is awesome too.

In many ways Norway is a Islamic model society but the inhabitants are either atheist or agnostic. Its a paradox. Which is also why i believe Islam ideals are awesome, if implemented the right and sincere way.

The problem for muslim countries is that people confess Islam but they dont act according to Islam, and thats the reason why i believe muslim societies needs to learn the real values of islam and actually follow them.
Stupid bigots and idiots impose their intolerance on their neighbors and shout islam all day. Well honey, your rude attitude is not exactly islamic or something The Prophet would have liked.

Most muslim countries live in Jahiliya and thats the problem.

One more thing i discovered that is different between norwegians and bangladeshis(my ethnicity) is that norwegians in general speak more softly and are less emotional. While bangladeshis are more harsh to judge someone but also more hospitable and caring.

It is. Many of these Scandic countries are over rated. Throw in the terrible climate they have they are not paradise like many believe.

Unfair to Hong Kong whose people want human dignity, but forced in a dictatorship. Don't know why Nepal is on the list. Turkmenistan and Belarus are more dictatorial than Nepal and Tajikistan should be number 4 because it forces married couples to divorce.


Under repeated pressure from the authorities, a man in Tajikistan's northern Sugd Region divorced his wife in 2017 after seven years of marriage. Police had repeatedly summoned him, demanding that he stop his wife, a devout Muslim, from wearing the hijab. Under great pressure from police, the woman's husband kicked her out of their house and also began to publicly insult her.
