My response to you is not in any India vs Pakistan paradigm. Cities in both countries are mostly ghettos with abysmal infrastructure and amenities. Your claim is based on the myopic understanding that certain gated communities in Lahore, Islamabad and Karachi are good places to live in. That is a delusion, because it does not take into account the reality outside those gates.

That sort of dystopia is being created in Indian cities as well. Whitefield (Bangalore), Gurgaon, Noida, etc. are new suburban areas in Indian cities that are miles ahead of anything you can hope to see in Pakistan. But they cannot hide the reality that most urban spaces in India are a mess of poverty and filth.

By deluding yourself and trying to delude others about the reality of South Asian cities based on some misplaced sense of patriotism, you are doing a disservice to your nation, just as any Indian would be doing if they claimed that Indian cities are overall nice places to live in. Unless we accept the reality, nothing will ever change.

I can speak for other cities, but the BMC - the local Municipal Corporation in Bombay is a cesspool of corruption and utter incompetence. To a large extent, because of digitization and e-governance, a lot of corruption has come down in the last 24 months. But try getting a file moved from one department to the other - it is a nightmare. Ironically, you will see "Report Corruption" posters everywhere - so it almost laughable how surreal it is.

CMI(city momentum index) is about the growth rate with different parameters inducted. It mean say Bangalore has a higher growth rate in CMI than Beijing as Beijing maybe already developed and ahead of the curve.

Just like India has a higher GDP growth rate than China, 7.4% for India and about 6.8% GDP growth rate for China...that doesn't mean China is less developed than India being a much larger economy. More than 11 trillion USD for China and 2.44 trillion USD for India.

So it is about the potential and the growth rate...check the GDP of the world cities, Tokyo city has a GDP of 2 trillion USD.
