There's no reason, jobs or otherwise, for Bangladeshis to trespass into India: BGB to BSF

The Border Guard Bangladesh (BGB) today insisted no illegal immigration is taking place into India from the country and expressed concern over rising number of Bangladeshis being killed at the border.

BGB DG Shafeenul Islam told a joint press conference in Guwahati with his Border Security Force (BSF) counterpart Rakesh Asthana after the DG-level talks between the two border guarding forces that "I think you need to revisit the perception that a large number of Bangladeshis are crossing into Assam."

"If you see the GDP growth rate of Bangladesh, you will find that we are on a steady upward track. Our GDP is now around 2,300 dollars.

There is no reason for Bangladeshis to cross over into India, be it for jobs or otherwise. Yes, people do come to India with valid documents and passports for tourism purpose but there is no case of them visiting for work. There is no infiltration from Bangladesh into India," our New Delhi correspondent reports quoting Islam as saying.

Many families in border areas have relatives on the other sides and they keep visiting them during festivals or on other occasions but only with valid travel documents, he added.

"However, we are more vigilant these days. Whenever they try to cross over without valid papers, they are apprehended," Islam said.

Asthana said the BSF has apprehended 3,204 individuals for illegally trying to cross over into India from Bangladesh border along Assam, West Bengal and Tripura and 60 of them whose identities were established, were handed over to the BGB.

Islam also ruled out any unauthorised migration into Bangladesh from India in the wake of publication of the NRC list in Assam in August 2019 and buzz of a similar pan-India exercise thereafter.

Islam and Asthana expressed concern over illegal movement of Rohingyas and said BGB and BSF are taking measures regularly to control it by apprehending such people in their respective jurisdictions.

Both sides also voiced serious concern over cross-border smuggling. "We are constantly monitoring them and have enhanced our vigil along the border," Asthana said.

Turning to cattle smuggling, Islam said it was affecting the local cattle trade in Bangladesh which he said is self-sufficient in cattle production.

"In fact, we are producing more cattle than we need. Moreover, 400-600 cattle come legally everyday from Myanmar," he added.

The BGB chief said three persons were killed on the Indian side in 2018 while the number stood at 35 and 48 in 2019 and 2020 respectively.

"Border killing is of concern not only for the BGB but also for the people in Bangladesh," said Islam.

Asthana said even Indian people were getting killed due to their involvement in criminal activities like smuggling and at least three Indians were killed this year alone.

"This is an issue that concerns both sides. We can assure one thing -- that the BSF uses lethal weapons as a last resort only. These killings take place in the dead of night between 10pm and 5am. We are trying to solve this in the most appropriate manner," he said.

Asthana said both sides have agreed to initiate confidence-building measures in border areas.

"We will also promote activities like medical camps, having border hubs and helping visits of people so that the entire population living along the border is benefitted," he said.

Bangladesh has expressed concerns about camps of Chittagong Hill Tracts-based armed separatists in Indian state of Mizoram during a director general-level talks of Bangladesh Border Guard and India’s Border Security Force.

The Bangladesh delegation also requested India to destroy the camps.


The requests were made in the 51st DG-level border conference between BGB and BSF in Guwahati, the capital city of Indian state of Assam.

A joint press briefing by the border forces of the two neighbouring countries said this.

Responding to the BGB request, BSF director general Rakesh Asthana mentioned about Indian government’s ‘zero tolerance policy’ to terrorism and said appropriate measures would be taken against those camps (if there’s any).

The five-day border conference began on 22 December and is scheduled to be completed on Saturday.

BGB director general Major General Md Shafeenul Islam is leading the 11-member Bangladesh delegation while his counterpart BSF DG Rakesh Asthana is leading the 12-member Indian delegation. The delegations of both the countries include representatives from the Prime Minister’s Office, home ministry and foreign ministry.

The decisions taken at the border conference:
1. BGB DG expressed concern over the killing/injuring/ beating unarmed Bangladeshi citizens along the border areas by BSF/ Indian citizens/ criminals.

Both parties later agreed on increasing joint-patrolling along the risky border areas at night to stop border killings, enhancing awareness programmes, developing socio-economic programmes and taking extra cautionary measures in the border areas. The BGB DG said the people of Bangladesh always praise the ongoing congenial relationship between the two border security forces and hope that the forces would take necessary steps to end incidents of border killing. He urged everyone to uphold human rights and take legal measures against criminals according to laws of land without killing them. The BSF DG assured him that they will significantly reduce the number of deaths in border areas.

2. Stressing on Combined Border Management Plan (CBMP), the BGB DG expressed concern over trans-border crimes such as peddling of drugs including yaba pills, smuggling of arms, cattle, fake currency and gold and sought BSF’s assistance to curb these crimes. The DG of BSF said the drug smuggling has given rise to drug addition of youths in both the countries alarmingly and both the countries need to fight drug menace effectively. He said sharing of information about drug peddlers by both the countries would be useful and both parties agreed to conduct joint drives in this end if needed.

3. The DG of BGB expressed concern that the Indian citizens and BSF men often illegally intrude into Bangladeshi territory which may precipitate misunderstanding and untoward situations between two friendly border security forces. He sought assistance of BSF to continue the ongoing good relations between two forces.
Both the parties agreed to work on preventing their respective citizens not to cross the border of each other’s countries. Both forces also assured each other of measures to honour the border of each other’s country.

4 . The BGB DG requested the BSF DB to consider 1.3 km Innocent Passage along the river route of Padma river in Rajshahi.

Both parties agreed not to carry out any development activities within 150 yards of the border without informing each other. They also agreed to resume suspended development work as soon as possible.

The preparation of National Register of Citizen (NRC) is an “Indian issue” and there has been no illegal influx from Bangladesh into India, the Director General of Border Guards Bangladesh (BGB), Shafeenul Islam, said in Guwahati on Friday.

However, BSF DG Rakesh Asthana said that as of December 15, the BSF this year has nabbed 3,204 individuals trying to illegally enter India along the entire India-Bangladesh border.

Asthana added the caveat that the figure was not just of Bangladeshi nationals but the overall number of people nabbed while trying to cross over illegally, including criminals and smugglers.

The BSF and BDB chiefs were addressing a press conference after the successful culmination of the Director General-level talks between the two forces.

Islam said, “I think you need to revisit the perception that a large number of Bangladeshis are crossing into Assam. If you see the GDP growth rate of Bangladesh, you will find that we are on a steady uprising track. Now our GDP is around $2,300. There is no reason for Bangladeshis to cross the border be it for jobs or for other reason.

“Yes, people do come to India with valid documents and passports for tourism purpose but for work, there is no such case…There is no infiltration from Bangladesh to India,” he said. “Anybody crossing the border without proper documentation is illegal crossing. Both the border guarding forces are vigilant to apprehend such individuals,” Islam said.

The BGB chief ruled out that after the publication of the NRC in Assam in August 2019 and consequent political talks of a national NRC, there has been any unauthorised migration into Bangladesh from India.

“The culture, heritage and the language is same between Bangladesh and many parts of India. Many of the families have their other relatives across the borders. They are used to crossing the borders and visiting their friends and families on different occasions, be it religious occasion or any festival. But now we are vigilant and whenever they do so, they are apprehended,” Islam said.

Both Asthana and Islam stressed on how important the issue of cattle smuggling — and smuggling of other kinds — and killings on the border were pressing concerns for their respective countries.

Islam said that in 2018, three Bangladeshi civilians were killed in border violence; 35 in 2019 and 48 till December 18 this year. Asthana said this year three Indian civilians have been killed on the border —he said that India and Bangladesh have a slight difference in their figures but the two forces reconcile the numbers.

Asthana said, “We have issued instructions that lethal weapons should not be used (on those trying to illegally cross the border). Lethal weapons should be used only as a last resort. We use stun grenades and pump action guns…”

The fire exchanges between BGB and BSF in the past were mainly triggered by lack of demarcation of enclaves. Land dispute has been resolved through LBA.

Now when it comes to killings happening now, BGB can do nothing to BSF if shameless Bangladeshi smugglers cross over into India to smuggle in cows (99% of those getting shot).

Smugglers deserve to get shot. I wish they were getting shot by BGB even before they could cross over.

Idiotic title by reporter. The BGB DG never said there is no infiltration as smugglers do cross into India. He said there is no illegal migration of Bangladeshis into India which is correct.

Many of the people in BD have relatives in West Bengal and vice versa. Indian BSF should try to find out the real reasons behind the border crossing incidents instead of talking an influx of BD people in their la la land, India which is known as the poorest of all the nearby countries.

Indians like to pretend their country is as if another America. It is a kind of self flattering.
