Military industrialization is a national demand for maintaining security and national gains
The participants in the Riyadh Symposium entitled "The Reality of Local Military Industries" called for achieving the vision of the Custodian of the Two Holy Mosques and his faithful Crown Prince, God willing, relying on local industry instead of relying on the oil on which the economy and development of the Kingdom were built over the past decades. A necessary choice and a national demand; to maintain security and protect our national gains, stressing that military industrialization must be taken as the destiny of a nation.
The participants pointed out that the military and defense industries are no longer a luxury in the Kingdom, but have become urgent and urgent need for the present and future of Saudi Arabia, calling for harnessing our energies and public and private institutions to the success of this inspiring project.
The participants pointed out that the military industries do not differ significantly from other industries, and that all the factors that guarantee the success of military industries are available, citing the Kingdom's success in several industrial fields such as the petrochemical industry in which the Kingdom has achieved global successes represented by SABIC, one of the largest companies in the world in this field. .
The workshop emphasized the importance of introducing the products of local factories, stressing that the local factories have a huge capacity in manufacturing, but the gap between them and their beneficiaries lies in not identifying the existing products and the absence of numbering and classification of these locally manufactured pieces, citing the national leadership role in these local factories to cover the needs of the forces participating in the southern limit for spare parts that take months to import, while our factories provided them in record times, up to three days with high quality and lower cost, stressing that 60% of the orders were provided by local factories in record time.
Our factories have tremendous manufacturing capacity but lack definition, numbering and classification.
The seminar revealed that the reliance on local industries by our armed forces reached 5% during the year 2017, indicating that this year achieved what has not been achieved in the five years that preceded by references to many of the major obstacles in the complexity of the actions that have been overcome Thanks to the guidance of the leadership that will produce high jumps in the field of military manufacturing.
The participants did not hide the need for large companies such as military industries or the General Organization for Military Industrialization, and the technology company to play this role and the development and production of all the outputs of research institutions, stressing the importance of cooperation between all factories to form an integrated system to obtain the final product.
In his turn, Deputy Editor-in-Chief Hani Wafa welcomed the participants in the symposium of local military industries, stressing that «Riyadh» through the forum of this symposium, which spent decades, during which hosted important figures in the community .. He stressed the importance of settling military industries, noting that the symposium will give the reader useful information For the military industry, which is one of the most important fields in the industry in general.
"There is no doubt that the Kingdom is moving to this area as a complement to what it was since the fifties where we had the military industries in Al-Kharj, but now there is a great idea for the development of military industries in terms of development and transfer of technology."
At the beginning, the director of the local manufacturing department of the Ministry of Defense Major General Engineer Attia al-Maliki confirmed that the industrial exhibition (AFD 2018) is not exclusive to the military industries, but the manufacturing opportunities were available to the military and other civilian sectors. More than 22 industrialists participated in displaying their common parts Used in the civil and military fields.
Major General Al Malki said that the exhibition provided the opportunity to meet between local companies and foreign companies, which reached 68 international companies, indicating that the exhibition was based on the slogan "our industry our strength" to achieve the vision of the Custodian of the Two Holy Mosques and the Crown Prince, And stressed the need for a local military industry to protect the security of our country and protect the gains and property of the Kingdom of Saudi Arabia.
Military industry is an urgent need
Sami Al-Hamidi, Executive Director of the Prince Sultan Center for Defense Studies and Research, stressed that military and defense industries are no longer a luxury in the Kingdom but are urgent and necessary for the present and future of the country.
Al-Humaidi said that the Kingdom has had an experience since the eighties of the last century in the establishment of the petrochemical industry. Saudi Arabia has achieved global success in this field. SABIC has become one of the largest petrochemical companies in the world, and we have succeeded in achieving great success in the field of petrochemicals. So we can achieve significant successes in the field of military manufacturing.
"It is no secret that Saudi Arabia is now open to all countries of the world and those developed countries in the military industries will assist us in the transfer of technology and development in the Kingdom in case we take the right steps and laid the foundations and strategies appropriate to this matter, as it is apparent now"
The Executive Director of the Prince Sultan Center for Defense Studies and Research said: "We should not take The subject of military manufacturing just for providing jobs for young people and solving the unemployment crisis, but must take it as the fate of a nation and we must harness our energies and our public and private institutions to the success of this inspiring project".
Al-Humaidi explained briefely the Prince Sultan bin Abdulaziz Center, stating that it was established in 2008 at the initiative of the Saudi Royal Air Force under the leadership of Lieutenant General Mohammed al-Aish, the Assistant Minister of Defense. He had a vision that Saudi Arabia is in dire need of exploiting the minds of its youth and their enormous potentials in Saudi universities, Pointing out that the statistics conducted by King Saud University showed that from about 7000 faculty members at the university, 80% of them graduates from 20 international universities, stressing that the Kingdom since 30 years ago sends its children to the best international universities to receive scientific education and then return and work in all fields until they reach retirement and wondering why the military forces didn't benefit and took advantage of the right interest from these energies .
The Crown Prince transferred the Institute to the center of defense
Al-Humaidi pointed out that the Air Force has initiated the establishment of an applied research center rather than a purely scientific research center, such as scientific research carried out in engineering colleges. It is implemented at the center and produces a product that undergoes several developmental stages to be ready for use in the field.
The Prince Sultan bin Abdul Aziz Center for Defense Research started as an institute of King Saud University with the full funding of the Ministry of Defense and under the direct supervision of the Chairman of the Board of Directors of the Air Force. He received last year the visit of Prince Mohammed bin Salman, Crown Prince and Deputy Prime Minister and Minister of Defense. who saw that the Institute reached the sufficient stage of maturity to move from the education system to the defense system and issued a decision of the Council of Ministers to transfer the status of Prince Sultan bin Abdul Aziz from King Saud University to the Council of Ministers directly and the establishment of a council running the center under the chairmanship of His Royal Highness Mohammed bin Salman N Abdulaziz, Crown Prince and Deputy Prime Minister and Minister of Defense, stressing that the center is now a tributary of the flag at the Ministry of Defense.
Electricity and localization of industry
Director of Qualification and Localization Department at Saudi Electricity Company, Eng. Mohammed Al-Omar said that the company has an important role in developing the industry by establishing an integrated strategy to support industry in the Kingdom in 2013.
"This strategy aims to support contractors with 85 points for the price, 10 points for the local company's projects, 5 points for the Saudization process and a 10% preference over the foreign product.
Al-Omar revealed that the percentage of purchases from the local market or national factories in 2016 - 2017 amounted to 68%, pointing out that the total purchases of the Saudi Electricity Company from the domestic market during the past four years is 29 million riyals, which proved that the strategy pursued by the Saudi Electricity Company was successful .
"The company has reached the point of self-sufficiency in some products, such as medium voltage and low voltage transformers. It has become a 100% national industry. We have started exporting some transformers and shafts," he said, adding that the company still aspires to greater achievements and high technology, Electrical and transport technology.
In a question to the Editor-in-Chief Saleh Al-Hammad on the role of the private sector in the promotion of industries and the extent to which the private sector benefited from this, the Executive Director of the Slail plant, Mr. Saud Al-Abd Al-Karim, indicated that the Slail plant was created in line with the vision of the Kingdom of 2030, for the manufacture of equipment on which all the armed forces depend, such as the field industries represented in mobile hospitals, mobile desalination plants and others, indicating that this specialization was not found in the Kingdom, but the encouragement of the private sector by the leadership encouraged us to localize the manufacture of such equipment fully, supported by the Military sector, stressing the great desire to compete with international companies.
AFED and Vision 2030
The exhibition is a reflection of the vision of the Kingdom of 2030 which aims at localising the industries in general and not just the military industries, as it was not limited to the military industries, but included the industry in its complementary form such as spare parts and other industries.
The leaders stressed the importance of supporting the industrial media and development media in which the Kingdom has achieved many successes, noting that there are many factories that did not do the work required to deliver its message 100%.
Higher local content
For his part, the editorial director Khaled al-Rubish said: "The speech of the Crown Prince and for more than once was addressing the issue of raising the local content of military manufacturing and the benefit of the local military industries and this requires a very great effort .. Undoubtedly the role played by the Ministry of Defense is good but to what extent does this role correspond to future trends? Is there a tendency to establish a city for military industries that will be the nucleus of specialized military industrialization, and the variety in the subject of manufacturing aircraft and other industries in particular, now that the Crown Prince in his recent visit to Britain signed agreements with a company to manufacture helicopters?
"The exhibition was focused on local content and on local factories. When a local factory, such as the Slail plant, comes to us and says it can make a field kitchen, how much will it be local? No single factory can make an integrated system, so there must be an integration between the factories until we have a final product. "
As for the direction, the state established the national special companies for the economic balance in 1986 and the economic balance was based on a long-term strategic view, but the method of implementation was not correct .. The companies of the economic balance focused on the aircraft (Sections) for the Salam company, and the electronics for advanced electronics company, The mechanics and Machinery for complementary aircraft company, and IT systems for the systems company .. The companies of the economic balance focused on these four companies .
He added that the state has established the technical company to produce the outputs of King Abdul Aziz City and the research institutions, in addition to the Saudi Company for Military Industries, indicating that this company does not manufacture a tank from start to finish, as required from these companies to take technology from outside the Kingdom and use the local content to give The final product.
Maliki added: "The General Establishment for Military Industries has now started and signed several agreements with international companies, but we need to build specialized plants to give us the final system .. It must be made so the Saudi factory is the main supplier of the final product".
Pakistan and the rose industry
Major-General Engineer Al-Maliki continued by saying: "I was reading an article by one of the Pakistanis who said: They were thinking about making a rose because if you make a rose you can make a plane in the future, but you can not say you want to make a plane without making the screw and the rose, adding that we do not want dreams without creating ourselves a ground reality .. If we start to set up our small factories, there is no doubt that we will build our final integrated system".
In a question to the colleague Nawal al-Jabr, head of the women's section of the newspaper about the main measures taken to modify the national strategy for industrialization, Maj. Gen. al-Maliki explained that the Ministry of Defense is a government agency and that all government agencies when contracting with any party requires a system to determine the Saudization rate and the required requirements. A system of state and not a special system of the Ministry of Defense or the General Organization for Military Industrialization and that any factory that present itself must be determined by the rate of Saudization, zakat, income and requirements known at the state level before receiving its dues.
As for the strategy, we are working on developing a strategy using local factories, stressing that the capacity exists and the need is also present, indicating that the governmental approach now requires the Saudi factories to test the local product and use it, and if the supply of the product from the Saudi factory is required, it has to communicate with the user to know Whether the product needs to be developed or modified, it must be required either in terms of development or modification, and thus the user will find this system from the Saudi factory of interest and the trust will be established between them and continue to cooperate ..Thus the user will be keen to buy from the Saudi factory.
The problem of government procurement
Major General Attiya al-Maliki said that there is a problem with the government procurement system, where they contacted the Ministry of Finance to show that the government procurement system does not support the manufacturers but supports the dealers of the package, explaining that if it needs to buy from Saudi factories it takes six months and that the military sector does not wait for this long period, as it is in dire need of equipment processing and introduction into service, and added, "We are still ad for now seeking to contact the Ministry of Finance to change the system of government procurement in order to put financial procedures in the form that serves the plant .. If that happens and the plant service us and go with us, we will service the country. But if we are concerned about the Saudi product and its use, and also the fear of the owner of the factory to go for government contracts, the problem will be with no doubt complex .. So we work with government agencies and the Ministry of Finance to develop policies and procedures that are applicable and serving everyone.
In another question about the continuation of the Kingdom's combat operations in the gulf crisis, and the Kingdom's readiness to face any urgent challenges in terms of lack of funding for local manufacturing, which may be predictable if only relying on domestic manufacturing, and not dependent on foreign manufacturing?
Major General Attiyah al-Maliki said that the Ministry of Defense always seeks to have the reserves of war and it is impossible to have zero reserves. The ministry may have some pieces for a year even if the import is cut, but we are working to have the local source instead of the external source.
We have contracts
As for the partnerships with the private sector such as local companies and foreign military manufacturing companies, and how you benefited from this partnership, Saud Al-Abd Al-Karim said that after the government's vision of 2030 to support the local industries after we were getting the requirements of the state of military equipment from foreign factories. I have visited more than 20 countries in Europe, America, South Africa and China, and when the State's decision on Vision 2030 came along, it reduced my business activities and I went to the industrial field. And when I met with Major General Attia al-Maliki and he gave me the mechanism.. I went to Turkey and transferred technology from there to the Kingdom, and now we have contracts, thank God our industry found acceptance and approval, stressing that the road if it is clear nothing prevents us from entering the field of Manufacturing, but it requires honesty in dealing for the establishment of an alliance to get contracts with investors, as for the localisation of industry, I have Saudi engineers and designers, and there are undoubtedly some obstacles, and we work to overcome them.
He added: "With regard to the AFED 2018, I met the employees of the Export Authority and they gave me opportunities I did not know anything about. They will support me financially in order to participate in international exhibitions at the expense of the Saudi government in the five global military exhibitions in Paris, America, Abu Dhabi, Turkey and China. I can participate in these exhibitions without any costs tp me, it shows that things are good and the challenge is nicer.
Technology transfer
On the Saudization of technical and engineering specialties in the private sector, "The fields of industry require the transfer of technology and the presence of engineering and technical functions and not administrative functions, and the transfer of technology needs non-Saudis engineers and technicians. We believe that the transfer of technology helps to create a human head. In the next stage, the Saudi Electricity Company will look at the salaries that are being paid," he said. For Saudis by type of employment engineers or technicians.
When asked about the Kingdom keeping up with the world experiences in the field of manufacturing and technology localisation.. Sami Al-Humaidi said that the Kingdom when it began to develop the Ministry of Defense, it formed a program to develop the Ministry of Defense under the chairmanship of Dr. Samir Al-Tabib, where the committee conducted a comprehensive study of all countries similar to Saudi Arabia and managed to succeed in the past twenty years in the transfer of a real military industry and mention, for example, two countries studied in detail; South Korea, where we made a detailed study, held intensive meetings with Koreans and personally participated in some of them. We visited Korean companies and saw their military industries, and we found all the big Korean companies like Samsung and LG have military wings with no less revenues than from civil industries. It has been able to transfer special military techniques in the field of missiles, ammunition, artillery and tanks, and it exports its weapons to many countries. The second country we studied in detail is Turkey, with many visits to Turkey.. I think the structure announced a few days ago is similar to the structure of Turkey and South Korea and has been beautifully integrated according to those who are testing the new structure.
He added: From the experiences taken from South Korea and Turkey, and in the scrutiny of these two countries we find that the main backbone of technology is America because Turkey is a member of NATO, and therefore the United States transferred techniques through fighter programs already purchased by Turkey, in addition to ships with France.. And Korea is undoubtedly a strong ally of the states and that all the techniques introduced by Korea in the military industries are from America, and it finally entered the field of military development through its own technologies, and it is noted that the Kingdom is a major ally of America before these two countries, and we seem to be very late in this area by virtue of the solid historical relationship between us and America, but we were not serious about technology transfer, and after the vision we will be more serious.
Sending staff
In a question to the colleague Mohammed al-Husseini: Are there scholarships outside the Kingdom belonging to the local military manufacturing department?, Do you have trainees in technology, as the giant companies and countries are not different in the exact techniques, especially the technologies related to military manufacturing?
Maj. Gen. Attiyah al-Malki said: "We in the Department of Military Industry are keen to send employees to major international companies such as Boeing and others, and this is covered by the Department of specialists from the branches of the armed forces where we look for distinguished engineers in certain disciplines, they are drawn from the branches of the Ministry of Defense and then enter the Department We also work with some international companies and attract experts who work with us and are training, and therefore within five years we have established cadres and engineers in the field of military manufacturing.
Commented d. Sami al-Humaidi by saying: "As for the modern military techniques, we find that the big companies are conservative in talking about modern technologies, especially with regard to electronic warfare, and they refuse to use these words so as not to be placed in the records, and there is a tightening of their governments not to talk in modern techniques, we in the Saudi Airforce are sending many Saudi youth to our expense, but the scholarship is something and training on technology is another thing,
We invested in the UAV industry for six years. Twenty-five Saudi engineers participated in the manufacture of these aircraft. The first step was to send the Saudi youth to American institutes to study aircraft designs, then send them in courses in navigation and other specialized courses in different training institutes.
Matching specifications
The colleague Rehab Al-Rumaih asked a question in which she said: The settlement of military industries and spare parts of weapons will provide a lot of money to the Kingdom, and will provide us with investment opportunities in development and economy, will we reach the strategic pieces to provide the price if manufactured locally ?, Will we reach the stage of exporting weapons to some countries and beneficiary countries ?.
"There are some observations on our military products, and we do not expect them to reach the 100 percent stage in which European products with hundreds of years of experience in the field of military industries compare, but if we work with our local factories, we will develop the product, God willing - to a stage where the product conforms to international standards, but in a manner that is compatible with the environment of the Kingdom; because there are some products that come from America and Europe which are not compatible with the Saudi environment. As for saving, there is no doubt that the savings will be very high, and I often say to colleagues in the Ministry of Defense: The riyal, which will be spent inside the Kingdom generates riyals, and the riyals that we spend outside the Kingdom, is a loss for us, indicating that in terms of export to abroad, (95) factories, which have been qualified by international companies, And were honoured during the exhibition days, have made parts used locally and exported outside the Kingdom to one of the largest British companies, and we assure you that our factories have begun to enter the competition.
The Prince Sultan Center for Defense Studies and Research is one of the branches of science in the Ministry of Defense.
Obstacles and challenges
Nasser Al-Amash asked a question: What are the challenges facing the settlement of military industries ?, and how many military items manufactured locally?
"There is no work without modernization and there is no value for any work if it does not face obstacles and challenges," he said. "But one of the most important challenges is the financial procedures because the local factory will lose confidence in the beneficiary if its money is not received.
Coding and classification; I see that we need a catalogue of our local products. We also need a catalogue of the products we use. The third challenge is training. The training institutes should devote to quality over quantity to insure the quality of the training.
We manufactured 48 categories of which we created about 10 thousand items, and more than 65 million pieces locally manufactured with the same quality and global specifications and competitive .
Localization ratio
She asked her colleague Rihab Al-Rumaih: What are the facilities provided by the Kingdom to support foreign investment? And do you think that the entry of foreign companies directly to the Saudi market will give more confidence in the product ?.
Saud al-Abd al-Karim said: Any foreign investments must have a settlement ratio of 10-50%. A generous order was issued stating that all contracts must guarantee local content in proportion to the contract and the non-executing accountant. Bin Salman, Crown Prince and Deputy Prime Minister and Minister of Defense that 10% of the maintenance contracts and supply contracts from two to three years should be employed within the Kingdom, in addition to that formed in the Ministry of Defense Committee called the Acceleration Committee ensures that any company to progress to manufacture locally must be Where the proportion of localization, before the signing of contracts must be guaranteed Resettlement proportion .. settlement is mandatory for all international companies.
70% of factory production goes to America
I asked my colleague Fadwa al-Badawi: What are the expected repercussions for you of the Kingdom's possession of the civilian or military industrial power? And how much do you estimate the size of the GDP that the military industries contribute to the Kingdom by 2030?
Major General Attiyah al-Maliki said: "We have tremendous capabilities in the Kingdom. Some of the factories that participated in the exhibition, 70% of its production, go to America. Unfortunately, this percentage that we export to America is not used by us. : Another factory produces 500 square meters of burdies a day benefiting from this production some of the most important Turkey and the Prince Sultan Center for Defense Research in the Kingdom, we now need to highlight our industrial capabilities, and if this and we were able to develop these capabilities, As for the return or the GDP, then We will see that 50% of military spending will be transferred into the Kingdom. You may know that military spending is great. If we can turn this spending into home, the return will be significant not only at the level of the industry, but also at the level of training and the economic level. Which will be recycled within the Kingdom will generate riyals, but the problem we suffer from is not to meet with each other, especially industrial companies, each company or plant works separately without confluence, there must be communication and integration between factories, saying that the Kingdom has a strategic location and we have giant companies, And Our geographical position is very important to many international companies, and the Saudi economic situation is reassuring. Thus, the repercussions of our industrial products will have a positive impact on the economy. We also note that international companies are now working towards the Saudi markets. This will push Saudi factories forward. Because of the presence of basic constituents.
And Sami al-Humaidi said: Regarding the repercussions, it can be divided into two parts: internal repercussions and external repercussions, the internal will undoubtedly be very large, as the defense industries operate a complete social mobility, and if we succeed in the military and defense industry, we will develop a lot in the fields of the communications industry and information, As well as in the field of mechanical industries, adding that the military industries are a great breadth for all other industries, we will this set ourselves the political agenda and we will gain more respect from other countries.
90% of the reasons for the delay of our industry are administrative
In another question to the colleague Al-Rabish about the formation of a military academy to train Saudi young men and women? Dr. Sami Al-Humaidi pointed out that military industries do not differ significantly from other industries, indicating that each product contains electronic systems, mechanical systems and software indicating that if a technician or engineer is trained to manufacture electrical or electronic tools that he can use his skill in a military product, So it is not necessary to create cities for military or military industries Academy, because military manufacturing is the same as civilian manufacturing, stressing the need for a company like Boeing, which manufactures pieces and other parts purchased from hundreds of companies and are assembled and then makes aircrafts or tanks or other systems, and confirmed that military industries company or the public institution of military industrialization are able to carry out this role.
As for training, Dr. Al-Humaidi explained that the General Organization for Vocational Training contains all the specialties required by the military industries as well as the Saudi universities graduated engineers in all fields, including manufacturing engineering.
Colleague Hani Wafa asked on the causes of delayed industries that it is the problem of management, especially in light of the availability of the elements of success?
Dr. Al-Humaidi stressed that 90% of our problems are administrative problems. He pointed out that during the past 50 years we have been concerned only with the graduation of doctors and engineers and the administrative side, while the administration is the first in supervising these engineers and doctors, stressing the need for management in addition to determination and an honest vision.
Production of three tactical UAVs
"How much of our dependence on our armed forces in the Ministry of Defense in our local industry ?, and how did you see the quality of the local product?" Asked colleague Meteb Abu Zuhair. "Who caused the delay in launching an electronic platform to evaluate or classify local military companies and factories?" Sultan for defensive research, and was the communication between the center and the beneficiaries of the products of the Center ?.
Major General Attiyah al-Malki said that the rate of dependence on local industries is five percent. We faced great obstacles in the first five years, including some government measures. We managed to overcome some of these procedures. In 2017 we achieved what we did not achieve from 2010 to 2016. All the obstacles due to the orientations of the state, indicating that with respect to the classification and coding platform, this center has existed since 1978, and was in partnership with the United States, but unfortunately was disabled and did not benefit from it; because everyone was working alone, and now began the Ministry of Commerce and Industry to activate the center Follow-up by the Ministry of Defense, We have begun to activate it from 2010, and now the center began at the start-up phase.
Sami Al-Humaidi said: One of the most important achievements of the Prince Sultan Center for Defense Research is the manufacture of drones, where the center was able to produce three tactical aircraft fighter and can fly for ten hours at a height of 15 thousand feet and a range of 200 kilometers, including a plane participating these days in A friendship exercise in the Hafr al-Batin area with the Saudi ground forces and the US ground forces, and that this aircraft will enter the ground service soon, but in the field of fire from mortars is a system that is now used by the marines of the Navy a year and a half ago in the storm and is being developed As a result Tamra, we also have a large plant to produce radars, which are five types of radars, including radars that reveal sniper sites, and we have radars to detect remote planes and radar for large air targets.
He added: "With regard to electronic warfare, we have an integrated center for applied electronic research under the supervision of experts, pointing out that one of the most important achievements of the center is that it has made an integrated strategic plan for the Saudi Air Force to develop the capabilities of electronic warfare for ten years to come ..These are some of the main features of many achievements.
60% of the demands of our forces in the southern hemisphere were secured by our factories
On the importance of local manufacturing strategy in the field of national security, Maj. Gen. al-Maliki said that through the use of our local factories in the storm and the return of hope and the instructions of His Excellency the Chief of Staff that any piece depends on the system and not available in the warehouses of the Ministry of Defense should be provided by local factories, That 60% of the defense requests arrived in record times compared to the requests coming from abroad, which takes months, explaining that the local factories were able to provide within three days only to reach the southern limit in record time.
He stressed that the importance of our dependence on our factories, indicating that it is a strategic goal to achieve national security desired by God and also achieves huge economic results, adding, "When we need an important piece we ask our factories to provide and the factory runs cadres day and night until the provision is delivered and delivered to the southern limit At a time when demand is delayed when we ask it from abroad, stressing that the local industry has a security, economic and political dimension.

- Major General Maliki: Government procurement system does not support manufacturers
- Dr. Al-Humaidi: With the vision of leadership, we will be serious about technology transfer
- Engineer Alomar: 68% purchases electricity from the domestic market
- The leaders: Supporting industrial media or development media is an important demand
- Al-Abdul Karim: State support to stimulate the private sector to localize industrialization
