According to concordant sources, Bercy blocks the signing of a twelve Rafale contract to Egypt , which requires payment facilities like the previous contracts signed between Cairo and the French arms industry. During his visit to Paris for the next three days, Egyptian President Abdel Fattah al- Sissi should remind Emmanuel Macron that he expects a lot of France, according to an observer of Franco-Egyptian relations, particularly in the context of the strategic partnership between the two countries relaunched in 2015.

In this context, Egypt has undertaken a modernization of its armed forces with the support of France. France is committed to providing new equipment, in particular to the air force (24 Rafale, a military telecom satellite) and to the navy (four corvettes Gowind, one FREMM, two BPC). This represented nearly seven billion euros (6.83 billion) contracts for the French arms industry between 2014 and 2016.

Bercy blocks all contracts with Egypt
The Rafale contract is no exception. Bercy blocks all contracts on Egypt whether military or civilian. Why? It is a problem of outstanding on this country. With the important contracts recently signed between the two countries, the envelope allocated by Bercy to Bpifrance (formerly COFACE) on this country is fully used, says one La Tribune. And Bercy does not want to add an envelope estimating that the country risk is deteriorating. Emmanuel Macron will he untie this contract? It could because Egypt should count on a growth of 6% per year as of this year.

However, according to a source interviewed by La Tribune, there was no default of payment from Egypt. Another source nuance indicating that there has been no defaults recently.According to the first source, Cairo has money to pay the bills.In particular, Egypt will be able to rely on gas production in the Mediterranean from the end of this year. In 2015, the Italian energy company ENI discovered on behalf of Egypt a huge offshore gas field in its territorial waters off Port Said (Zohr deposit). What to satisfy the domestic demand for several decades, to return to the export and thus to benefit from new foreign currency receipts

and first, support in your harsh time!

There is a lot of truth in this article but it is what's
lacking that allows understanding, in this case the
economic situation of our present Fr government.

Briefly, Président Macron has undertaken to both
cut the deficit / debt AND decrease some taxation
on business to spur job growth AND boost to over
2% the military budget ... a difficult equation to begin with.

He then found that the particularly unpopular and
inefficient govt before his had left spending unchecked
in many ways which turned the first year of our PM
Édouard Philippe's government into a cost cutting
session of importance just to get back to the level
from which the herculean task ↑ should have begun.

You'll remember that Bercy works in a very French
way as keeper of the treasure with a ferocious attitude
that conjures images of the demonized Jewish shylock,
both Gollum and Smaug from Tolkien's works or the
mother elephant that just decided you were a danger
to her golden calf. This ministry literally dislikes distri-
buting cash to the point of often colliding with, not to
say stealing from, all others.

Now, with an internal evaluation point more than 18
months away for them [ the rest of the lost year and the "real"
first one after it ] Bercy will be ultra careful as far as
foreign loans are concerned, agreeing or not with the
Président who can't easily be seen overriding concerns
when cutting so much at home.

And, although it pains me to point it out under the dire
circumstances, the return to a solid 5-6% of growth for
Maṣr depends a lot on in-security without fixing of which
the so essential touristic sector will remain at low ebb.

My opinion is thus that indeed Bercy is opposed to the
financing of this deal under the last one's terms. It is
however to be seen as more of an internal problem than
anything going wrong with the strategic partnership itself.

learn from what nobody will give you free 12 "expensive" fighter jets , this is not a political problem , it's all about how we can finance the deal

In Paris, a banking group have been formed to guarantee the financial part of the operation. If it materializes, this sale would be welcome for the French aircraft manufacturer, which hopes after the Belgian episode and while the prospects for a second Indian order move away.

Ther is nothing to open eyes here, you got money you get your goods. In this case they don't have the money, so what should be the lesson?
That applies to Turkey too then! Why did it ask for financing the S-400 deal with Russia?

Why pay everything if you can pay in terms:-)? Differences is we got the money and we al ready pay deposit.
