ISLAMABAD: Despite tall claims of honesty and preventing corruption by the head of the country’s National Accountability Bureau, the record and the Supreme Court’s observations and judgements show that during his incumbency the bureau’s only motive was to protect corruption and the top seated and mighty corrupt.

The Chairman National Accountability Bureau Admiral (retd) Fasih Bokhari during a press conference last week claimed that he has prevented corruption in dozens of government projects having total impact of Rs1475 billion. However he forgot to tell the media that how many times the Supreme Court grilled him for protecting the corrupt.

Whether it was Rental Power Plants case, Rs 83 billion corruption case in OGRA, re-opening of NRO cases or Arsalan Iftikhar-Malik Riaz case, the NAB was grilled by the superior court because of its non-seriousness towards checking corruption and “seriousness” towards saving the high and mighty involved in mega corruption scams. Fasih Bokhari has also been allotted an over Rs100million residential plot by the government while being Chairman. Fasih had stated that it was his legitimate right to get a residential plot as he did not get it after retirement.

During the past one year of Fasih Bokhari as Chairman NAB, the bureau was taken to the task by the Supreme Court on September 30, 2012 when the apex court stated that NAB was reluctant to take action against influential persons involved in RPPs and OGRA corruption cases. The court was unpleased with Fasih Bokhari and company for non-implementation of its judgements in the said cases.

The three-judge bench of the apex court, headed by Chief Justice Iftikhar Muhammad Chaudhry, was of the opinion that the NAB was reluctant to take action against influential persons involved in the case including the incumbent prime minister Raja Pervaiz Ashraf. During the hearing, Justice Jawwad S Khawaja observed that the NAB was protecting criminals by not initiating legal action against them despite court’s orders.

In Rs83 billion OGRA corruption case involving its former Chairman Tauqir Sadiq, CJ Iftikhar Chaudhry while hearing the case said those who had embezzled Rs83 billion of OGRA were moving freely and the NAB could not spot them. He said a young Investigation Officer put everything on stake, but the NAB chairman did not want to act on the court’s order. This case involves ex-Prime Minister Yusuf Raza Gilani and incumbent PM Raja Pervaiz Ashraf, as being Federal Minister for Water and Power he had forwarded the appointment documents of Tauqir Sadiq to the then Prime Minister Yusuf Raza Gilani, who gave the final approval to Tauqir’s appointment.

In Arsalan Iftikhar-Malik Riaz corruption allegation case, the Supreme Court in its judgement wrote that the chairman NAB acted as being subservient to the Attorney General. The Joint Investigation Team, comprising NAB, FIA and police officials tried to humiliate the Supreme Court when it kept on summoning the Registrar Supreme Court knowing the fact that he had nothing to do with the case.

Not only this, the apex court on 14th March 2012 came hard on the NAB when it said the institution was not doing its job. A 3-member bench chaired by CJ Iftikhar Chaudhry grilled the NAB while hearing the Punjab Bank scandal case. The NAB does not respect any word of law while people were rotting in jails, it observed.

In January this year the SC expressed its unhappiness over NRO implementation case saying that the government and NAB seemed uninterested in the case. Justice Khosa said “the government and NAB are not serious in implementing the orders and had not acted on those for over two years”. “No one cares about the case and orders”, he said.
