correction: I think both because if you check Burman's action that Burmese does like any other ethnic group, wants to establish a homogeneous country for burmese ethnic group.

It's about both religion (since Burma has some kind of paranoid mentality regarding Muslims created by its ultranationalists as a way to highlight the other) , and ethnicity/culture. If the Muslims were Bamar, I doubt they'd be denied citizenship and persecuted like the Rohingyas are. The Kaman, who are ethnically Rakhine Muslims for e.g. are given citizenship and voting rights. This is why it's wrong to make the Rohingya issue wholly about religion. While it is tied to religion, the ethnicity issue is more important, and the crisis should be handled from a Bengali nationalist perspective as well from our side.
