The 2013 Deobandi Rawalpindi Mosque burning was carried out by the TTP

I slightly disagree because I'm afraid that will backfire and people will not accept such restrictions. However there are more palatable ways for example involving a council of scholars from all the sects at the central govt level to lay down a criteria for the selection of the Imam in the masjid especially the Jamie-masjid where jumma sermons are offered. Also integrating the local community more the masjid so they control and keep an on all activities in the masjid. No masjid should be allowed to be constructed without full analysis and assessment of its purpose.

Spoiler alert: I tell you a story so as to understand their modus operandi.

I remember that the masjid made by people of my father's village was open for all including Shias, Sunnis (brelvi, deobandi) and Wahabis but then Deobandis and Wahabis colluded together to take over the masjid slowly by inviting the tableeghis into the masjid and addressing the locals. The first ones to get uncomfortable were the Shias but they stayed silent so as to gel in until an idiot objected their way of praying and pointed out the differences. That was the time when my father realised that situation was getting out of control and he involved the community and with the support of the local authorities (police), they were able to wrest back the control of the masjid from the clutches of the sectarian mullahs. However, they build a separate masjid around 500 yards away. So they are still able to get some people as regular visitors in their masjid (mostly the deobandis and wahabis) and thus the village have got sectarian divide which did not exist previously. If there was a mechanism for assessment and permission for building the masjid, it would have not been built in the first place.

I agree. Deobandis and Wahabis use the Sweet Knife a.k.a Tableeghi Jamat to occupy mosques and exploit the whole communities.

Ah I see, so it is their standard procedure ... People should be made aware of this so that they can counter them. Massajid should stay non-sectarian and open for all.

you just said it what I am suggesting
I am talking from experience of Turkey and Saudi Arabia
no Imam dares to go beyond his limit and act like a scumbag of Lal Masjid in Islamabad. Saudis and Turks would have skinned him alive and left his corpse in the middle of town square for all to see. for what that scumbag did to our country

restricting Mosques only to prayers is the best way to go forward in any time and place and specially in our times when troublesome people can use this platform for instigating hatred and violence (Lal Masjid as an example).

Mosques must be locked up after the prayers and the prayer leaders must be vetted since they have such public access to the locals and can influence impressionable people (Mumtaz Qadri who was allegedly influenced by a prayer leader demanding the killing of Suleman taseer)
This practice is being enforced in DHA and both the cantonments in Lahore.
