New Delhi: Raising fears of yet another backlash against non-Gujarati speaking migrants, tensions were on the boil in Surat when police named a Bihari migrant as the accused in raping and murdering a toddler. Earlier this month, Hindi speaking migrants fled the state after a violent backlash following a similar incident of rape by a migrant.
Surat has largely been unaffected by the violence, which was concentrated in northern parts of Gujarat, including Ahmedabad.

In a separate incident, Vadodara, on Monday evening, six construction workers and a civil engineer, all from Bihar, were allegedly assaulted for “wearing lungi”, an Indian Express report said.
Police said that the family of the three-year-old girl who was raped and murdered had also migrated to Gujarat, from Maharashtra. Police teams have been dispatched to Bihar to track and identify the suspect.
Surat police commissioner Satish Sharma told the Indian Express that the suspect had been identified. “We have also made different teams to trace the accused in neighbouring areas… We have added sections like rape, murder, atrocity and POCSO,” he said. The police commissioner appealed that people remain calm and added that extra police personnel had been deployed to monitor the situation.
According to the Indian Express, the girl was missing from Sunday evening and her body was found in a gunny bag on the next day. Forensic reports showed that the girl had been raped. The family’s neighbour said that the suspect, a 22-year-old man, had joined the search when the girl was missing. He is said to have switched off his phone on Monday and left home, probably went to Bihar.
Migrants assaulted
In Vadodara, six workers and a civil engineer, all from Bihar were assaulted on Monday evening. The migrants were engaged in the construction of a primary school building in the city.
According to the police, one of them was accosted by prime accused Keyur Parmar (27) and two others for wearing a lungi. The trio threatened the labourers and apparently returned to set ablaze a motorcycle. After receiving a complaint, the police have arrested Parmar, while the other two were being traced, the Indian Express said.
On September 28, a labourer from Gujarat was arrested in Sabarkantha, a northeastern district of Gujarat, for allegedly raping a minor. An anti-migrant campaign was launched soon after, forcing migrants – largely from Bihar and UP – to flee. Between September 28 and October 3, at least 42 attacks on migrants were reported and 342 people have been arrested.

The Congress and BJP traded blame for the attacks. Congress MLA Alpesh Thakor has been accused as fanning the attacks through his Gujarat Kshatriya Thakor Sena, several of whose members have been arrested.
The attacks have also hit industrial production in the state as the workforce is largely dependent on migrants. This was especially true in northern parts of Gujarat, where production was estimated to have fallen by 15-20%.
